Special Use Permit – Sunnyside Elementary <br />Planning Commission Report; 10-15-19 <br /> <br /> <br />Page 10 <br />Template Approval <br />Motion: <br />RECOMMENDED <br /> “I move we recommend the City Council approve the requested special use <br />based on the findings of fact listed on page 10 of the report subject to the <br />conditions listed on pages 10 & 11 as may have been amended here tonight.” <br /> <br />Suggested Findings <br />of Fact: <br />1. The subject property is guided for public/quasi-public use by the <br />comprehensive plan, and schools are a specially permitted use in the <br />corresponding R-1 zoning district. <br />2. Continued operation of a school at the proposed location will not be <br />detrimental to or endanger the public health, safety, morals, comfort, or <br />general welfare of the community. <br />3. The proposed school improvements will not impact the use and enjoyment of <br />surrounding properties. <br />4. The small additions to the school building will not have detrimental impact on <br />area property values. <br />5. The proposed changes to Sunnyside Elementary will have no impact on the <br />subsequent development (or redevelopment) of surrounding property. <br />6. The subject site appears to be adequately served by public utilities, roads, and <br />drainage facilities to accommodate the proposed use; existing services will be <br />examined and repaired by the School District if needed. <br />7. The special use will be in conformance with all underlying zoning district <br />requirements. <br /> <br />Recommended <br />Conditions: <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />1. Engineering comments in the 10/10/19 Engineering Memo shall all be <br />successfully addressed prior to issuance of a building permit. <br />2. New lettering, if allowed under the available budget, shall be reviewed and <br />approved via a separate sign permit process. <br />3. Gates controlling access to the bus drop off area shall be manually controlled <br />and accessible by emergency vehicles 24-hours a day & 7 days a week. <br />4. Additions shall be sprinkled per direction of the Fire Marshal. <br />5. Building door numbers shall be reassigned to be in consecutive order around <br />the building as may be necessary following the new additions. <br />6. Lighting is not to shine directly into the public right-of-way or onto any <br />residential use, and the applicant shall be required to correct any lighting <br />problems that are identified following construction.
