RESOLUTION _______ <br />STATE OF MINNESOTA <br />COUNTY OF RAMSEY <br />CITY OF NEW BRIGHTON <br /> <br />RESOLUTION MAKING FINDINGS OF FACT AND APPROVING A <br />FINAL PLANNED RESIDENTIAL DEVELOPMENT TO AUTHORIZE PHASE II OF THE <br />MIDTOWN VILLAGE DEVELOPMENT CONSISTING OF SITE PREPARATION, <br />INSTALLATION OF PUBLIC IMPROVEMENTS, AND CONSTRUCTION OF 154 <br />AFFORDABLE MULTIFAMILY WORKFORCE HOUSING UNITS <br /> <br /> <br />WHEREAS, the City of New Brighton is a municipal corporation, organized and existing under the <br />laws of the State of Minnesota; and, <br /> <br />WHEREAS, the City Council of the City of the New Brighton has adopted a 2030 comprehensive <br />plan and corresponding zoning regulations to promote orderly development and utilization of land <br />within the city; and, <br /> <br />WHEREAS, the City Council of the City of the New Brighton approved a new 2040 comprehensive <br />plan which went into effect on July 23, 2019; and <br /> <br />WHEREAS, Dominium (the “Applicant”) is seeking approval of a Final Planned Residential <br />Development for Phase II of the Midtown Village development to authorize site work, public <br />improvements, and construction of 154 affordable multifamily workforce housing units on land <br />legally described as shown on Exhibit A; and <br /> <br />WHEREAS, the City Council granted approval of the Preliminary Planned Residential <br />Development for the proposed improvements on May 28th, 2019; and <br /> <br />WHEREAS, the City Council granted final approval of Phase I on July 23rd, 2019; and <br /> <br />WHEREAS, the Applicant made complete application for Phase II on November 1st, 2019; and <br /> <br />WHEREAS, staff fully reviewed the request and prepared a report for consideration by the Planning <br />Commission at their meeting on November 19th, 2019; and <br /> <br />WHEREAS, the Planning Commission considered the Final Planned Residential Development <br />submittals and staff report, and recommended approval of the Final Planned Residential <br />Development application on November 19th, 2019; and <br />
