Planning Report <br />Preliminary PRD Review <br /> <br /> <br />To: Planning Commission <br />From: Ben Gozola, Assistant Director DCAD <br />Meeting Date: 4-21-20 <br />Applicants: Benedictine Health Center at Innsbruck <br />Main Contacts: Chester Yanik, Yanik Companies <br />Location: 1101 Black Oak Drive, and 2722 - 2750 I-694 Service Drive <br />Zoning: R-3B and B-1 (proposed to be all R-3B) <br /> <br /> <br />Introductory Information <br />Project: The Benedictine Health Center is seeking approval of a Preliminary Planned Residential <br />Development to remodel and expand their existing facility at 1101 Black Oak Drive. <br />The project will include remodeling of the existing building, demolition of an older <br />portion of the current facility, and construction of a new wing primarily on the southern <br />portions of the property to accommodate 56 new independent living units, 40 additional <br />assisted living units, 24 additional living memory care units and 8 skilled nursing <br />apartments (16 beds) to complement the current facility. Including existing units, the <br />total unit count will be 202.1 Once complete, the new campus will provide a “continuum <br />of care” for seniors allowing area residents to age in place regardless of their health <br />status. <br /> <br />History:  ≈ 1965: original facility built <br /> ≈ 1993: Nursing Bed Addition added <br /> ≈ 2005: Newest addition added (gabled roof units along Black Oak & Linden) <br /> Neighborhood Meeting on the latest proposed expansion held on 11/29/18 <br /> Complete application for PRD & rezoning received on 12/14/18; <br /> PRD and rezoning approved by 2/26/19 <br /> ≈ Mid 2019: the property at 2722 I-694 Service Drive becomes available on the <br />open market. Benedictine Health Center realizes acquisition of the property could <br />solve most or all of the concerns regarding the approved expansion plan. <br /> Late 2019: deal closed, and 2722 I-694 Service Drive is acquired by the Benedictine <br />Health Center. <br /> Feb 14, 2020: Application for PRD Amendment and Rezoning submitted <br /> <br /> <br />1 This is consistent with the 2019 application, but we’ve now added in 8 additional skilled nursing beds to the total as <br />doing so more accurately reflects an equivalent “unit” number with regards to traffic generation and parking needs.
