Preliminary Planned Residential Development <br />Planning Commission Report; 4-21-20 <br />Page 3 <br />(cont.) Feb 19, 2020: Neighborhood meeting held to introduce the revised plans to <br />surrounding landowners. <br />March 16th, 2020: City Hall and most of the country/world shut down in-lieu of the <br />COVID-19 pandemic; all pending public meetings are cancelled. <br />March 18th, 2020: Extension letter sent to applicants moving final decision date out <br />to 6/13/20. <br />Public hearing notices sent out on: 4/10/20 <br />Published notice occurred on: 4/11/20 <br />Planning Commission review & on-line public hearing scheduled for 4/21/20 <br />Request(s): Preliminary Planned Residential Development amendment approval for a new <br />Benedictine Health Center Campus including independent living, assisted <br />living, and specialized nursing/memory care. <br />General Findings <br />Site Data: Historic Lot Size = 5.84 acres <br />NEW Lot Size after all recent acquisitions = 6.777 acres <br />Existing Use – Senior Housing/Care Center <br />Existing Zoning – R-3B and B-1 <br />Property Identification Numbers (PIDs): 19-30-23-34-0051, 19-30-23-34-0008, 19- <br />30-23-345-0009, & 19-30-23-34-0010 <br />Comp Plan <br />Guidance: <br />The new 2040 Comprehensive Plan guides this property for “Mixed Use Regional <br />Node.” This is a new land use designation that will ultimately require a new zoning <br />district to accommodate a mix of uses including high density residential at densities <br />between 12 and 50 units per acre. <br />The two options at this time for a landowner to initiate development of property that <br />is subject to a new land use guidance are: <br />1.Wait for the City to draft a new zoning district which adheres to the goals and <br />directives of the new Comprehensive Plan; or <br />2.Request a Planned Residential Development which adheres to the goals and <br />directives of the new Comprehensive Plan. The applicant’s pursued this route <br />in 2019, and this application would amend that previous approval. <br />Following the acquisition of 2722 I-694 Service Drive, the project will now come <br />in at roughly 30 units per acre (well within the 12 to 50 u.p.a. range allowed by the <br />Comp Plan).
