Page 2 of 3 <br /> <br />2. The proposed storage will not impact the use of surrounding properties, and will not impact <br />surrounding property values provided all conditions are met; <br />3. The proposed storage will not have any impact on the normal and ordinary development of <br />surrounding properties; <br />4. The subject site is adequately served by municipal utilities and infrastructure; <br />5. The proposed use can conform to all underlying zoning district requirements. <br /> <br />BE IT FURTHER RESOLVED, that approval of the special use permit amendment shall be <br />subject to the following conditions: <br />1. Containers, if/when stacked in the authorized area for such use, shall not be stacked more <br />than two-high (≈ 17’). <br />2. To address aesthetics from the west, the property owner shall plant four (4) white pine trees <br />along the western border of the property. The trees shall be planted a minimum of 15 feet <br />apart and be staggered. <br />3. Chain link fencing for A Tree Service should be black vinyl covered fencing (with slats) <br />similar to the fencing recently erected at the former MICOM site along Old Hwy 8. <br />4. A minimum of 20 feet shall be maintained between the planned white pine trees and any <br />container storage. Boulders, fencing, or some other barrier agreed upon with DCAD shall be <br />placed at this minimum setback to ensure container storage does not encroach into this <br />protective area. <br />5. Lighting on the site and building shall be directed downward and be installed so as to prevent <br />direct light from being detectable at all lot lines. Lighting is also not to shine directly into the <br />public right-of-way. Any problems with existing lighting that are later identified shall be <br />brought into compliance with code requirements. <br />6. The applicants shall come to an agreement with DCAD staff on a final containment solution <br />for wood materials that will be effective over the long-term. Additional perimeter control <br />around all stockpiles will be required. <br />7. The applicant shall address stormwater concerns if unforeseen issues arise (or become <br />foreseeable) as a result of the on-site storage. <br />8. The applicants shall either make improvements to the site the eliminate tracking of dirt into <br />the street, or shall pay for street sweeping services whenever directed to do so by the City. <br />9. The access route for container storage shall be agreed upon with DCAD staff prior to any <br />container storage commencing. <br />10. If either use (A Tree Service or Big Blue Box) is documented as trespassing onto adjacent <br />lands for any purpose, such documentation shall be considered as valid grounds for repealing <br />the outdoor storage authorization for that particular use. <br />
