<br /> <br />4 <br /> <br />7. Developers shall coordinate their development activities with the Fire Marshal and Community <br />Engagement Officer during construction. <br />8. All construction activities shall adhere to New Brighton City Code restrictions especially as they <br />relate to parking and hours of work. <br />Commissioner McQuillan asked if the signals 8th and 8th would become permanent. Assistant <br />Director of Community Assets and Development Gozola stated this intersection was intended to be <br />stop signs. <br />Motion by Commissioner McQuillan, seconded by Commissioner Melquist, to recommend the <br />City Council that the proposed Final PRD plans and plat are in substantial compliance with the <br />preliminary approval based on the findings of fact of the staff report subject to the conditions <br />listed. <br />A roll call vote was taken. Approved 6-0. <br />(B) Ordinance 875: An Ordinance to amend Chapter 29 of the City Code to adopt a prohibition of on- <br />street parking of large vehicles such as semi-trucks and semi-trailers with exceptions for certain <br />circumstances. <br />Assistant Director of Community Assets and Development Gozola reported rights-of-way are <br />intended for many purposes including but not limited to transportation needs (i.e. roads, <br />sidewalks, & trails), utilities, snow storage, boulevard plantings, etc. Right-of-ways are not meant to <br />be utilized as overflow parking for large vehicle operators, but this has unfortunately become a <br />problem in recent years. Rather than signing all problem areas as “no parking,” adopting a <br />prohibition on large vehicle parking will address the issue city-wide. The proposed prohibition is not <br />uncommon in urban areas like New Brighton, and will enhance the character within some of our <br />industrial areas which have become over-run at times with on-street parking of large vehicles. Staff <br />provided further comment on the request and recommended approval of the Ordinance. <br />Chair Nichols-Matkaiti asked why this Ordinance did not require a public hearing. Assistant <br />Director of Community Assets and Development Gozola explained this Ordinance was not in the <br />Zoning Code, but rather was part of the City Code. <br />Chair Nichols-Matkaiti stated she appreciated the language as proposed by staff and explained she <br />supported the proposed Ordinance. <br />Commissioner Frischman asked how this language would impact the placement of PODS for people <br />moving in or out of their home. Assistant Director of Community Assets and Development Gozola <br />discussed the language that addresses the temporary storage of PODS. He indicated if complaints <br />were made the City would try and communicate with the resident regarding the concern. <br />
