<br /> <br />2 <br /> <br />V. Report from City Council Liaison <br />Councilmember Jacobsen provided the Commission with an update from the City Council. He <br />discussed how the City was operating through the COVID-19 crisis. He stated City Hall remains closed <br />to appointments only. He explained City employees remained working remotely. He encouraged <br />residents to visit the City’s website for the most up-to-date information regarding COVID-19. He <br />reported the City Council met recently to discuss policing policies and noted a Community Listening <br />Session was held on July 7th. He indicated future Listening Sessions were being planned for the <br />future. He thanked the Planning Commission for their service to the community and for the time they <br />take to discuss each Planning Case prior to making a recommendation to the City Council. He <br />discussed how polling places would change for the Primary and General Elections for 2020 due to <br />COVID-19. He reported the City still needed election judges and those interested in serving should <br />contact City Hall for further information. He noted the Council recently received an update from CTV. <br />He discussed how the Council was working to address 2020 finances and was planning for the 2021 <br />budget. <br />VI. Public Hearing <br />1) Variance: Request from Samuel Hickman at 1684 Peninsula Drive for a four (4) foot variance to <br />the required 30-foot front yard setback, and a three (3) foot variance from the side yard <br />setback to construct a second-story addition above an existing home currently within both <br />setbacks; existing nonconformities would not be expanded – PID 20-30-23-22-0033. <br />Assistant Director of Community Assets and Development Gozola reported Samuel Hickman is <br />seeking to place a second story addition above the existing home at 1684 Peninsula Drive. The <br />existing home is one of the older structures on Peninsula Drive, and was originally a cabin that’s been <br />added on to over the years. The location of the old cabin has always been within what are now <br />required front and side yard setbacks. The second story addition would expand the structure <br />upwards, but would not increase either of the existing legal nonconformities. Staff has not identified <br />any ways in which this proposed addition would create any issues. Staff provided further comment <br />on the request and recommended approval of the Variance, based on the findings of fact and subject <br />to the following conditions: <br />1. The applicant shall locate all private utility service lines prior to construction. <br />2. The applicant shall obtain all necessary permits and approvals from the City and other <br />applicable entities with jurisdiction prior to any construction. <br />3. The applicant shall remove the western-facing stairs from the proposed covered porch <br />improvements. <br />4. The variance shall expire if a building permit is not applied for within one year from the dat e <br />of resolution. <br />Chair Nichols-Matkaiti asked if Big Louie’s addition was similar to this request. Assistant Director of <br />Community Assets and Development Gozola stated this was the case noting Big Louie’s was building <br />up over an existing building.
