Planning Report <br />Variance Review <br /> <br /> <br />To: Planning Commission <br />From: Ben Gozola, Assistant Director DCAD <br />Meeting Date: 9-15-20 <br />Applicants: Lauris Valtinson <br />Main Contacts: (same) <br />Location: 388 Cleveland Avenue SW <br />Zoning: B-1 <br /> <br /> <br />Introductory Information <br />Project: Lauris Valtinson is seeking to place a new ground sign to the rear of his building facing <br />I-35 W above the new sound wall currently under construction. The new ground sign <br />would replace a legal nonconforming wall sign that’s been on the building since its <br />construction in 2003. <br /> <br />History: 1993: Wooddale builders petitions the City to reguide the properties at 388 and 386 <br />Cleveland to Limited Business and amend zoning to B-1. Requests are approved, <br />but the proposed office building and parking lot is never constructed apparently due <br />to financing concerns. Zoning at 388 Cleveland Avenue ostensibly stays B-1 <br />moving forward. <br /> 2002-03: Timbercraft constructs the building at 386 Cleveland as part of a two- <br />phase development plan for 388 and 386. While not shown on any plans, approval <br />notes DO suggest that a wall sign was approved for the western facing wall of the <br />structure. <br /> 2015: Timbercraft converts the existing garage area into useable space, and <br />constructs the north-south garage addition. Sells property later that year to the <br />current owner and applicant Lauris Valtinson. <br /> 2016: Lauris Valtinson acquires a permit for monument sign off of Cleveland <br />Avenue. <br /> <br />Request(s): To accommodate the proposed sign above the new MnDOT sound wall, the <br />applicant is requesting a 9-foot variance from the 20’ height maximum. <br /> <br />
