SUP Request – Apliklowski Residence (1546 16th Terrace NW) <br />Planning Commission Report; 10-20-20 <br /> <br /> <br />Page 6 <br /> <br />(cont.) <br />* The applicant is proposing to remove all walls from the existing shed and <br />preserve the roof to create a covered outdoor storage space. Code is unclear <br />as to whether this should or should not be allowed, so the Planning <br />Commission is asked to weigh in on whether this solution to building square <br />footage is acceptable, or whether the shed must be removed in its entirety. <br />On one hand, the City’s definitions for ground floor area and gross floor <br />area both refer to measurements from exterior walls. On the other hand, <br />the City would likely take issue to a similar structure in a more <br />prominent/visible location. Whatever interpretation comes out of this <br />discussion will guide staff moving forward. <br /> <br />FAR Analysis:  There is no FAR requirement in the R-1 zoning district. <br /> <br />Flood Plain <br />Analysis: <br /> The current RCWD Regulatory Floodplain elevation for Long Lake is 872.1 <br />(NAVD 88). The RFPE is therefore 873.1. The proposed building will have a <br />low floor at 875, so it will compliant to floodplain elevation requirements. <br /> The RCWD reviewed the proposal and their comments are attached to this <br />report. It is anticipated that no permit will be required. <br /> <br />Shoreland <br />Issues: <br /> The proposed building will meet required setbacks from Long Lake. <br /> Tree removal shall be limited to the 4 – 5 trees in the immediate vicinity of the <br />proposed structure (10” pine, 10” pine, 8” pine, 8” maple, and 8” ash). <br /> <br />Building Height:  The maximum height of structures in the R-1 district is 2.5 stories or 30 feet, <br />whichever is less. From grade to the midpoint of the highest gable, the <br />structure will be approximately 20’ tall. <br /> The building materials (siding and roofing) will be required to match or <br />complemen the existing primary residential structure. <br /> <br /> <br />Special Use Permit Review: <br />In General:  The need for a Special Use Permit is triggered by the size of the accessory <br />structure. All accessory structures in a residential zone in excess of 624 square <br />feet require approval of a special use permit. <br /> <br /> <br />
