<br /> <br />2 <br /> <br />Motion by Commissioner Allen, seconded by Commissioner McQuillan, to approve the August 18, <br />2020 meeting minutes as amended. <br />A roll call vote was taken. Approved 6-0. <br />V. Report from City Council Liaison <br />Councilmember Jacobsen provided the Commission with an update from the City Council. He <br />discussed the small business grants that were available through the City of New Brighton and Ramsey <br />County. He encouraged small business owners to consider applying if they were in need of <br />assistance. He reported the City would be partnering with Open to Business to manage this grant <br />assistance program. He stated New Brighton held a second Listening Session on Wednesday, <br />September 2nd and discussed how to be a more welcoming community. He indicated the City Council <br />approved a 2.1% preliminary tax levy for 2021. He n oted this amount could not go up but could go <br />down over the coming months. He discussed the upcoming election and encouraged all residents to <br />vote prior to or on Tuesday, November 3rd. He explained the New Brighton City Council had three <br />open seats that would be determined in the November election. He described the options voters <br />had between voting in person and absentee voting and noted additional information was available <br />on the City’s website. He stated a forum was being hosted by the League of Women Voters for the <br />City Council candidates on Monday, September 21st. He indicated the City was in need of election <br />judges and those interested were encouraged to contact City Hall for further information. <br />VI. Public Hearing <br />1) Comprehensive Plan Amendment: Final Review and hearing on the new Comprehensive Parks <br />Master Plan. <br />Assistant Director of Community Assets and Development Gozola reported the Planning Commission <br />will be presented with the City’s new Comprehensive Parks Plan set to be approved in the comin g <br />weeks. The new Parks Plan outlines the City’s vision for investments in our Community Center and <br />Parks, and may represent significant opportunities for this Commission to pursue moving forward. <br />Staff provided further comment on the request and noted Parks and Recreation Director Jennifer <br />Fink and Candace Amberg with WSB were in attendance to provide further comment on the Parks <br />Master Plan. <br />Parks and Recreation Director Fink commented further on the Comprehensive Parks Master Plan. <br />She explained staff has been working on this plan since 2018. She noted the last Comprehensive <br />Park Plan was completed in 2006. <br />Candace Amberg, WSB, discussed the planning process that was followed for the Parks Master Plan <br />over the past two years. She stated she appreciated the amount of community engagement and <br />feedback the City received from the public. She reported this plan was available on the City’s website <br />and this plan has had over 285 views. She reviewed the basic information included within the plan <br />and described how it would be used by the City to guide future park planning efforts. She <br />recommended this plan be updated every 10 years. It was noted the goals within this plan align with <br />the City’s Comprehensive Plan.
