Site Plan & Nonconforming Use Variance Review – Jamatar II LLC and Everest Properties LLC <br />Planning Commission Report; 11-17-20 <br /> <br /> <br /> <br /> Page 13 <br />(cont.) <br /> <br />With regards to existing parking spaces in setbacks, staff would argue these can <br />remain under condition “c”: given the overall lack of space in this area, it is not <br />practical to require elimination of exsitng parking spaces when the entire point of this <br />exercise is to maximize land use for parking and create an efficient use of land <br />between neighboring property owners. <br /> <br /> <br />Supplementary Review & Public Comment <br />Additional <br />Information: <br /> The neighboring property owner to the north, Hilcrest Development, has reviewed <br />this request and support the applicant’s proposal. All property owners plan to work <br />together next spring on parking lot adjustments to further improve drainage in the <br />area. <br /> <br />Engineering <br />Review: <br /> The engineering memo is attached to this report. <br /> <br />Public Safety <br />Review: <br /> Public Safety’s main concern, as noted earlier, is that any configuration of parking <br />allow for safe turning movements for emergency vehicles. As a condition of <br />approval, we are suggesting that staff be allowed to authorize a final configuration <br />of parking spaces that protects both the overall number of spaces on the site AND <br />emergency vehicle access. <br /> <br />Public <br />Comment: <br /> RCWD indicated the extent of proposed work will not trigger the need for a <br />Watershed District permit. <br /> <br />Staff Recs: Conditional Approval of a site plan to amend existing parking easements. <br /> Conditional Approval of a nonconforming use variance to approve 0-foot setbacks <br />from internal side lot lines for parking. <br /> <br /> <br />Conclusion: <br /> The applicant is seeking approval of a site plan to authorize relocation of existing <br />parking easements, and approval of a nonconforming use variance to allow parking <br />to meet zero lot line setbacks from internal side lot lines. <br /> <br /> <br /> <br />
