Failure to adhere to these conditions of approval shall be grounds for revocation of the <br />special use permit by the City Council. <br />Commissioner Enanaa asked if the property had enough parking to support this use. Assistant <br />Director of Community Assets and Development Gozola reviewed the parking that was available on <br />the site and noted the proposed used would need 30 spaces. <br />Chair Nichols-Matkaiti questioned if the only reason this matter was before the Commission was <br />because the proposed use was a church. Assistant Director of Community Assets and Development <br />Gozola stated this was the case. <br />Chair Nichols-Matkaiti opened the Public Hearing at 7:57 p.m. <br />Jason Pierce, pastor of Emmanuel Covenant Church, stated the main campus for his church was at <br />the Shoreview Community Center. He explained due to COVID-19 restrictions, they were no longer <br />able to use this space. He commented church services are now being filmed and placed online. He <br />stated the proposed space would be used for filming church services in the evenings or on weekends. <br />He noted he was a 15 year resident of New Brighton and this was the first Commission meeting he <br />had ever attended. <br />Motion by Commissioner McQuillan, seconded by Commissioner Biedenfeld, to close the Public <br />Hearing. <br />A roll call vote was taken. Approved 7-0. <br />Motion by Commissioner Frischman, seconded by Commissioner Enanaa, to recommend the City <br />Council approve the Special Use Permit with conditions. <br />A roll call vote was taken. Business Items <br />1) Site Plan Review: Request from ISD621 to construct a conforming accessory structure (shed) at <br />Bel Air Elementary – PID #30-30-23-14-0089. <br />Assistant Director of Community Assets and Development Gozola reported Bel Air Elementary is <br />nearing completion of all site improvements authorized in late 2019, and has identified the need for <br />a 12’ x 20’ storage shed to store some new maintenance equipment required for the upgraded <br />facility. Staff provided further comment on the request and recommended approval of the Site Plan <br />Review, based on the findings of fact. <br />
