<br /> <br />commented on the current parking restrictions surrounding the apartment complex. He stated <br />the roadway was currently 30 feet wide and could support parking on one side of the street. <br /> <br />Engineer Supervisor Lind anticipated each apartment within the complex could have one or <br />two vehicles. Based on this estimation, the site should then have around 144 vehicles. He <br />stated as of February 2020, the complex had 150 residents. He reported between the garages <br />and the surface parking lot the site could accommodate 176 parking vehicles. <br /> <br />Director Paetznick reviewed the historical parking citation data for the City. He explained <br />his officers give written warnings and works to educate the tenants/landlords of the City’s <br />parking requirements. <br /> <br />Engineer Supervisor Lind reviewed the semi-tractor/trailer parking concerns that were <br />occurring along Campus Drive. He discussed how this parking was impacting local <br />businesses. <br /> <br />Discussion included: <br /> The group discussed the parking concerns that were occurring during the winter <br />months and on trash days surrounding the apartment complex. <br /> The City’s parking requirements during snow events was discussed. <br /> It was noted the shuttle buses were no longer running for Bethel University. <br /> The Commission did not see a difference between 1st Avenue NW and other <br />residential streets. For this reason, the Commission did not support additional <br />parking restrictions but recommended the fire lanes be posted. The Commission <br />supported the “No Parking” restrictions remaining in place in the small jog along the <br />roadway. It was recommended “No Parking” signs also be posted ±20’ back from the <br />driveway entrance to the parking lot for safety purposes. <br /> The Commission supported posting “No Parking” signs along the south side of <br />Campus Drive in order to keep the semi-tractor/trailer parking off this portion of the <br />roadway. <br /> <br />VI. Reports and Updates <br /> <br />A. Allina Health – Dave Matteson <br /> <br />Dave Mattson provided the Commission with information on the Coronavirus. He reported <br />the CDC was monitoring this virus closely and noted 398 people in the United States had <br />been investigated and 12 people have tested positive. He explained the State of Minnesota <br />was keeping an eye on this and had plans in place if the virus were to spread. He reviewed <br />the Allina call volume for 2019 compared to 2018. He noted the biggest population of call <br />types was for ER evaluations. He noted there was a large increase in falls last year. He <br />indicated his crews were spending just over 20 minutes on an average call. He commented <br />further on how response times were improving due to the increase in call volume. He stated <br />his crews were taking the majority of patients to Fairview University and Unity Hospitals. <br /> <br />B. Public Safety Update – Director Paetznick <br /> <br />Director Paetznick reviewed the 2019 fire and police calls with the Commission. He <br />explained the Public Safety Department was taking applications at this time for its 30th police
