<br /> <br />MINUTES <br />Public Safety Commission <br />July 13, 2020 City Hall <br />Council Chambers 6:30 p.m. <br /> <br />I. Call to Order <br /> <br />The meeting was called to order at 6:30 p.m. by Chair Hollimon. <br /> <br />II. Roll Call: <br />Members Present: Commissioners Robert Boyd, Amina Ghouse, Geoff Hollimon, Karen <br />Wagner, and Jack Winkels. <br /> <br />Members Absent: Commissioners Tanya Kessler, Stephanie Kitzhaber, and Ache Wakai. <br /> <br />Also Present: Deputy Director Hamdorf, Council Member Graeme Allen and Dave Matteson <br />(Allina Health). <br /> <br />III. Approval of Agenda <br /> <br />Motion by Wagner, seconded by Boyd to approve the July 13, 2020 agenda as presented. A roll <br />call vote was taken. Motion carried 5-0. <br /> <br />IV. Approval of Minutes <br /> <br />Motion by Boyd, seconded by Wagner to approve the June 8, 2020 minutes as presented. A roll <br />call vote was taken. Motion carried 5-0. <br /> <br />V. Presentations and Public Hearings <br /> <br />A. Police Body Worn Camera Update – Deputy Director Trevor Hamdorf <br /> <br />Deputy Director Hamdorf provided the Council with a presentation on the Police body worn <br />cameras. He explained the Public Safety Department has been using body worn cameras <br />(BWC) for the past 13 months. He reviewed the process that was followed when the <br />department began considering BWC noting the Commission discussed this topic at several <br />meetings and a citizen survey was completed. In addition, a public hearing was held by the <br />City Council to take additional public comment. He explained BWC were keeping in line <br />with the 21st Century Policing Reports and what society was demanding from the department. <br />He commented on the recommendations from the Police-Involved Deadly Force Encounters <br />Working Group and described how BWC were seen as an investigatory tool. <br /> <br />Deputy Director Hamdorf reviewed the perceived benefits of BWC as being strengthening <br />police accountability, preventing confrontational situations, resolving officer-involved <br />incidents and complaints, improving agency transparency, identifying and correcting internal <br />agency problems, strengthening officer performance and improving evidence documentation.
