5 <br />for operating with only a learner’s permit. <br /> <br />On November 27, New Brighton squads were dispatched on a 65 year old male found <br />deceased in his trailer by a friend. New Brighton Investigators and the Medical Examiner <br />are investigating the cause of death. <br /> <br />Around 10:15 pm on November 27, an officer located an occupied stolen vehicle in the <br />parking lot of the On the Run Gas Station on County Road E-2 @ I-35W. A high-risk <br />traffic stop was conducted and the occupants were taken into custody without incident. <br />The driver was arrested for possession of a stolen vehicle and the passenger had an active <br />gross misdemeanor warrant for drugs. <br /> <br />On November 28, Officer Xiong located a suicidal party that Mounds View PD was <br />looking for. Additionally, Mounds View PD utilized Officer Xiong’s language skills to <br />translate. <br /> <br />II. USE OF FORCE BY POLICE OFFICERS <br /> <br />It is the policy of the New Brighton Department of Public Safety that officers exert no <br />more force than is reasonably necessary in the discharge of their licensed duty, and that <br />the use of deadly force is consistent with the law, training and our general orders. <br /> <br />This section contains summary data of the use of force used by our police officers.
