8

Detective Mike Lochen met with representatives from the Minnesota Bureau of Criminal
Apprehension (BCA) on Thursday, November 8, to discuss the processing of DNA
evidence from the unidentified female body that was found in Long Lake Regional Park
in September 2000. The BCA will assist with creating a DNA solution so that New
Brighton can have a profile created by an independent lab for potential victim
identification through public DNA repositories.

Det. Voeller signed a complaint against a 26 year old Ham Lake man for Possession of
Methamphetamine. The charge carries a maximum sentence of 5 years and/or a $10,000
fine.

Det. DeBoer signed a complaint against a 23 year old New Brighton man for one count of
Fleeing a Peace Officer in a Motor Vehicle. The charge carries a maximum sentence of 3
years and/or a $5,000 fine.

Stemming from an August 2017 incident, Ramsey County charged Ahmed Tawane Abdi
01/01/79 (a Lyft driver) with one count of 4th Degree Criminal Sexual Conduct. The
intoxicated victim reported she had fallen asleep in the suspect’s car during a Lyft ride
from Minneapolis, and awoke to him sliding his fingers under her underwear and
touching her genitals. She was then dropped off at a New Brighton address. DNA
evidence was obtained from the victim and suspect during the investigation. The BCA
lab reported that a swab of the inside front crotch area of the victim’s underwear matched
the suspect’s DNA. Lyft was notified at the onset of the investigation and terminated the
employee.

Our VCET officer advised he was involved in an operation where an informant was
supposed to purchase an ounce of meth from the dealer. After getting the run around they
were able to establish the dealer was on his way with the methamphetamine. A stop was
conducted and 3 ounces of methamphetamine was located.

Our VCET officer assisted in an operation where they had information about a load of
marijuana that was coming in from California. The vehicle was located and a Trooper
stopped the vehicle that contained 684 pounds of marijuana that was in plain view in the
cab of the truck. This party will likely be charged Federally since he was crossing state
lines.

2018 CRIMINAL INVESTIGATIVE SECTION ACTIVITIES
Year Totals
Detective Cases Juvenile Adult Clearances Gun Permits Background Inv
Lochen 144 7 137 143 42 1
DeBoer 118 14 104 102 39 3
Voeller 127 11 116 114 41 2
Totals 389 32 357 359 122 6
Avg.
