Assessment of Need 7CITY OF NEW BRIGHTON PARK AND TRAIL SYSTEM MASTER PLAN - DRAFT <br />ASSESSMENT OF NEEDSection 2 <br />INTRODUCTION <br />Assessing the needs of the community is a critical first step in developing a park and trail <br />system master plan because it represents those who it is intended to serve. The City of New <br />Brighton has a strong history of engaging with the community members to ensure the residents <br />feel they are being heard and this planning process built upon the successes of the past to <br />further gather input from the community. <br />This park and trail system master plan replaces the 2009 Parks, Recreation and Trails Strategic <br />Plan and reflects the needs of the community at the time it was written, in conjunction with <br />the goals set forth in the New Brighton 2040 Comprehensive Plan, a system-wide review and <br />analysis, and comparison to national recreation standards. <br />
