This project was broken down into three phases of
installation; commercial meters in 2018, residential meters phase 1 in 2019, and residential meters phase 2 in
2020.

Financial Impact: This final payment will conclude our contract with Hydrocorp Inc. The total paid out to
Hydrocorp Inc. over the past two years with this final payment is $344,672.21 or $50,327.79 under the anticipated
cost of $395,000. The contractor, Hydrocorp Inc., has provided the necessary contractor affidavits (Form IC134)
and Final Invoices.

Explanation: Over past two and a half years, the City of New Brighton and Hydrocorp Inc. have worked in
conjunction to change out all of the water meters within our municipal water distribution system. It was estimated
that 5,872 water meters would need to be swapped out for newer models, with completion projected to happen
in December of 2020. Hydrocorp Inc. has changed out a total of 4,713 residential meters and 305 commercial
meters. Three hundred twenty six water meters remain to be changed, and this work will resume when residents
and staff are comfortable with staff being in homes (to perform the change out). Also part of this project were
cross‐connection inspections at our commercial and high‐risk customer locations (346 total).

Costs and Funding: The total cost of the water meter installation project will be funded from Fund 701 – Water
Improvement Fund.

______________________________________
Craig G.
