12 <br />WORKING GROUP POLICE-INVOLVED DEADLY FORCE ENCOUNTERS RECOMMENDATIONS AND ACTION STEPS <br />RECOMMENDATIONS <br />AND ACTION STEPS <br />The Department of Public Safety and Peace Officer Standards and Training Board (POST) shall <br />convene focus groups and experts to discuss strategies to increase the role of the POST Board <br />to approve, suspend, or revoke officer licenses at the Chief Law Enforcement Officer’s request <br />in order to strengthen accountability and transparency of officers who violate State standards. <br />Establish a data-collection and reporting system that tracks all police-involved deadly <br />force encounters. <br />Action Step 4.4.1 Require all law enforcement agencies to report all deadly force encounters and uses <br />of force resulting in serious or great bodily harm or death to the Bureau of Criminal <br />Apprehension (BCA) for inclusion in the FBI’s national Use-of-force database. <br />All law enforcement agencies should institute a policy that mandates officers to render immedi- <br />ate medical aid to gunshot victims, including those injured during an officer-involved shooting, <br />as soon as safely possible. <br />Action Step 4.5.1 The Legislature should provide financial support for all agencies in the state to <br />equip officers with first aid kits that include a tourniquet and QuikClot. <br />Action Step 4.5.2 All law enforcement agencies should adopt a policy that requires officers receive <br />first-aid training. <br />RECOMMENDATION 4.3 <br />RECOMMENDATION 4.4 <br />RECOMMENDATION 4.5
