<br /> <br />REQUEST FOR COUNCIL CONSIDERATION <br />ITEM DESCRIPTION: CONSIDERATION OF RIGHT OF ENTRY AGREEMENT FOR CITY PROJECT 20‐1, <br />2020 STREET REHABILITATION <br />DEPARTMENT HEAD’S APPROVAL: Craig Schlichting, Director of Community Assets and Development <br /> <br />CITY MANAGER’S APPROVAL: <br />No comments to supplement this report ___ Comments attached ___ <br /> <br />Recommendation: To authorize the Director of Community Assets and Development to enter into a <br />Right of Entry Agreement with William M Harvey and Patti L Harvey (2483 Knollwood Drive). <br /> <br />Legislative History: <br />January 14, 2020 City Council adopted a resolution ordering staff to prepare a Feasibility Study for <br />City Project 20‐1, 2020 Street Rehabilitation. <br />February 27, 2020 A neighborhood informational meeting was held with residents to be affected <br />by the project. <br />March 10, 2020 Council accepted the Feasibility Study and set the Public Improvement Hearing <br />for March 24, 2020. Due to the COVID‐19 pandemic the Public Hearing was <br />cancelled. <br />April 30, 2020 Notices of a rescheduled Public Improvement Hearing were mailed to property <br />owners affected and published in the Pioneer Press. <br />May 12, 2020 The Public Improvement Hearing was held. Council a dopted a resolution ordering <br />project 20‐1, 2020 Street Rehabilitation as proposed in the Feasibility Study, <br />approved project plans and specifications, and authorized advertisement for <br />bids. <br />June 25, 2020 Bids opened by staff. <br />July 14, 2020 All bids accepted and contract awarded to New Look Contracting, Inc. <br /> <br />Financial Impact: N/A <br /> <br />Explanation: The purpose of this item is to obtain Council authorization to enter a Right of Entry <br />Agreement with the property owners at 2483 Knollwood Drive. With this action, the City will be able to <br />work outside the City Right of Way to complete work that benefits both the City and Property Owners. <br />The proposed work is being completed in preparation for an anticipated future railroad quite zone <br />improvement project and will include the installation of a secondary driveway.
