REQUEST FOR COUNCIL CONSIDERATION <br />ITEM DESCRIPTION: Consider Resolution Authorizing a grant agreement with Ramsey County to <br />accept two grants totaling $221,435 from the Ramsey County Environmental <br />Response Fund for rehabilitation of the former MICOM site <br />DEPARTMENT HEAD’S APPROVAL: Craig Schlichting, Director DCAD <br />CITY MANAGER’S APPROVAL: <br />No comments to supplement this report ___ Comments attached ___ <br />15.99 Deadline: none <br />Recommendations: Approval of a resolution accepting two Environmental Response Fund grants <br />from Ramsey County for $221,435 which also authorizes the Mayor to <br />execute a grant agreement with Ramsey County. <br />Legislative History: Oct 8, 2019: City Council authorized staff to make application for grants <br />relating to the rehabilitation of the former MICOM site. <br />March 2020: Initial ERF grant issued for $21,435, but on-set of the COVID- <br />19 pandemic delays issuance process. <br />April 2020: City applies for additional funding from the next grant cycle. <br />August 2020: City is approved for an additional $200,000 grant from the <br />environmental response fund; grants #1 and #2 to be combined into a <br />single grant agreement <br />Financial Impact: None in the short term. All local match dollars are being paid by the <br />developer. <br />Substantial in the long term. These grant dollars will be one component <br />of the funding needed to make the former MICOM site usable again. <br />Initial estimates of before and after value suggest the complete clean up <br />of the property could increase the overall value of the site by 500% or <br />more from it’s 2019 value.
