RESOLUTION NO.____ <br />STATE OF MINNESOTA <br />COUNTY OF RAMSEY <br />CITY OF NEW BRIGHTON <br />A RESOLUTION ACCEPTING TWO GRANTS TOTALLING $221,435 FROM THE <br />RAMSEY COUNTY ENVIRONMENTAL RESPONSE FUND (ERF) <br />WHEREAS, the City of New Brighton is a municipal corporation, organized and existing under <br />the laws of the State of Minnesota; and, <br />WHEREAS, the City of New Brighton is located within the seven-county metropolitan area and <br />is eligible to seek grant funding through Ramsey County’s Environmental Response Fund; and <br />WHEREAS, the former MICOM site off of Old Highway 8 and 5th St NW within the City is <br />burdened with significant contamation left behind by the former use which must be addressed <br />before the property will be useable again; and <br />WHEREAS, TGLDC, LLC (an entity of Hillcrest Development, LLLP), the new owner of the <br />former MICOM site, requested a partnership with the City to seek funding to cover the <br />significant clean up costs that exist for this site; and <br />WHEREAS, on October 8, 2019, the New Brighton City Council authorized staff to make <br />application for Ramsey County Environmental Response Fund grants; and <br />WHEREAS, on January 21, 2020, Ramsey County authorized a $21,435 grant for the project, <br />but did not fund the overall requested amount as a larger award was contingent on the City <br />receiving approval of a Tax Base Revitalization Account (TBRA) Grant through the <br />Metropolitan Council; and <br />WHEREAS, on April 8, 2020, the New Brighton City Council authorized staff to make <br />application for Ramsey County Environmental Response Fund grants again in anticipation of <br />receiving a TBRA award; and <br />WHEREAS, on June 24, 2020, the Metropolitan Council authorized a TBRA grant for the <br />MICOM site in the amount of $400,000 supporting a larger funding request from the <br />Environmental Response Fund; and <br />WHEREAS, on August 18, 2020, Ramsey County authorized an additional $200,000 grant for <br />the project given the level of needed clean-up and issuance of the TBRA grant by the <br />Metropolitan Council; and
