<br /> <br /> <br /> <br /> <br /> <br />REQUEST FOR CANVASSING BOARD CONSIDERATION <br /> <br />ITEM DESCRIPTION: Certification of 2020 Municipal Election Results <br />DEPARTMENT HEAD’S APPROVAL: <br /> <br />CITY MANAGER APPROVAL: <br /> <br /> <br />No comments to supplement this report _______ Comments attached ______ <br /> <br />Recommendation: Certify 2020 Municipal Election Results <br /> <br />Legislative History: MN State Statutes § 205.185, subd. 3 requires the City Council to meet as <br />a Canvassing Board to canvass the returns and declare results within three to ten days after a <br />general municipal election. <br /> <br />Normally, the counting of absentee ballots is complete within two (2) days of Election Day and <br />results are certified at the first Council meeting after Election Day. However, this year a seven (7) <br />day extension for the receipt and counting of absentee ballots postmarked on or before Election <br />Day was approved by Minnesota state courts and upheld by a U.S District Judge. While the 8th <br />U.S. Circuit Court of Appeals directed absentee ballots mailed before but received after the close <br />of voting to be stored separately, it did not issue an order changing the extension. As such, all <br />ballots cast in on or before the closing of the polls on November 3, 2020 were not done being <br />counted until after the close of business on November 10th requiring the City Council to hold a <br />special meeting as the Canvassing Board in order to certify the election results. <br /> <br />Financial Impact: None <br /> <br />Explanation: The City Clerk has worked with Ramsey County Elections to prepare an Abstract <br />of Election Returns (attached) that details results from New Brighton’s 2020 Municipal Election. <br />This canvassing report includes City‐wide results and statistics as well as results and statistics <br />from individual precincts. When satisfied that the abstract report is correct, every member of <br />the City Council, acting as the Canvassing Board, signs the abstract and the unofficial results <br />become the official election results. <br /> <br />AGENDA SECTION: Business <br />REPORT DATE: November 12, 2020 <br />MEETING DATE: November 12, 2020
