3 <br />that the suspect vehicle’s license plate was listed as a stolen vehicle out of Minneapolis. <br />Officers were able to prevent the suspect from fleeing the lot and arrested him without <br />incident. His preliminary breath alcohol concentration was .252 but he refused an <br />evidentiary test and refused to speak with a Detective about the stolen vehicle. He was <br />booked at the Ramsey County Jail. <br /> <br />Shortly before 6 pm on February 4, Public Safety responded to a reported rubbish fire at <br />Garden View Apartments and found the ground to be smoking and the sound of an <br />electrical short coming from below the soil. Xcel Energy responded and determined that <br />an underground electrical line running between the pool building and the garages was <br />causing the problem. Firefighters worked with property maintenance to isolate the issue <br />at the circuit breaker panel. <br /> <br />Around 11:30 am on February 6, officers responded to the County Road D apartments on <br />a report of two suspicious males inside a vehicle that had no license plates or temporary <br />window sticker. Officer Riedel located one of males and found that he had an <br />outstanding misdemeanor warrant obstruction, providing a false name, tampering with a <br />motor vehicle, and receiving stolen property. The vehicle was found to be stolen from <br />Saint Paul. The driver was booked at the Ramsey County Jail for the offenses. <br /> <br />Public Safety responded to a Waste Management recycling truck that was on fire during <br />the snowstorm shortly after noon on February 7. The driver dumped his load of flaming <br />cardboard recycling on 3rd Avenue NW just north of County Road E2. With assistance <br />from a Public Works front-end loader and backhoe that spread out the smoldering <br />materials, firefighters extinguished the blaze. A crew from Waste Management <br />responded with a Bobcat and roll-off dumpster to collect the charred cardboard from the <br />roadway. <br /> <br /> <br /> <br />Officer Joe Pyka responded to a vehicle on its side next to the railroad tracks behind a <br />business at 99 1st Street NW on February 8 around 7:30 am. The vehicle had apparently <br />driven off a four-foot high retaining wall. It was unoccupied and it appeared that the <br />driver had exited through the broken out windshield.
