4 <br />responded and stated that he had hired an unknown female to operate the truck for his <br />snowplow business. Freeway Towing removed the vehicle. <br /> <br />Officers responded to 2287 Palmer Drive around 8 am on February 8 on a female resident <br />who had fallen underneath her vehicle and had been exposed to the cold weather for <br />about 20 minutes before a snowplow driver heard her cries for help. She was transported <br />to the hospital for frostbite. <br /> <br />On February 9, Officer Kostohryz stopped a vehicle for failure to maintain lane. A <br />strong smell of marijuana was coming from the vehicle. Upon conducting a pat down <br />search of the driver, a loaded handgun found in their waistband. The driver was detained <br />at gun point. He was found to have a valid permit to carry and the handgun was clear. <br />No narcotics were located in the vehicle. The driver advised a friend had smoked <br />marijuana in the vehicle approximately an hour prior to the traffic stop. The driver was <br />warned on driving conduct and educated on the importance of advising Law Enforcement <br />of a weapon on his person. <br /> <br />Around 3:30 am on February 9, residents in the 1200 block of Pike Lake Drive awoke to <br />a male knocking on their door saying that he wanted to get inside from the cold. Officers <br />located the sole male who stated that he had left Cowboy Jack’s with a friend at 2 am. <br />His breath alcohol concentration was .21. Officers searched the area for other persons <br />but located nobody else outside. Allina paramedics transported the male to Unity <br />Hospital for evaluation and treatment of exposure to the cold. <br /> <br />Officers responded to 2050 14th Street NW on February 9 around 2 pm on report of a <br />female stating that her ex-boyfriend had stolen her keys and fled on foot. The victim had <br />an active order for protection against the male. He was located by officers and arrested. <br />Due to two prior qualifying offenses, he was booked on a felony-level charge at the <br />Ramsey County Jail. <br /> <br />On February 10 around 11 pm, the driver of a 2019 Dodge Charger fled from Officer <br />Kostohryz after he approached the vehicle when he had stopped it for not displaying a <br />front license plate. The vehicle color also did not match the registration. The pursuit <br />went westbound on I-94 to northbound Highway 101. The suspect vehicle hit “stop <br />sticks” deployed by Elk River Police just after Highway 169. All four occupants of the <br />vehicle were taken into custody without incident. The driver had a revoked license and <br />admitted to being under the influence of marijuana. A criminal complaint was filed <br />charging the driver with fleeing police in a motor vehicle. <br /> <br />Officers responded to the 800 block on Continental Drive on February 11 around 6:30 am <br />on a 56-year-old male who was unconscious and not breathing. Lifesaving measures <br />were unsuccessful. The Ramsey County Medical Examiner released the body to the <br />funeral home. <br /> <br />On February 11, New Brighton squads assisted St. Paul PD with making a death <br />notification. <br />
