11 <br /> <br />Det. DeBoer signed a complaint against a 47-year old Circle Pines man for a felony level <br />violation of a Harassment Restraining Order. The charge carries a maximum sentence of <br />5 years and/or a $10,000 fine. <br /> <br />Det. Lochen signed a complaint against a 28-year old New Brighton man charging him <br />with one count of Criminal Sexual Conduct in the First Degree with a person under the <br />age of 16. This offense carries a maximum sentence of 30 years and/or a $40,000 fine. <br /> <br /> <br />V. This was a departure <br />from the traditional Thursday evening which we had become accustomed to. From a <br />Public Safety perspective, the date and time change for the 2019 Grand Parade was <br />successful. Thanks to mutual aid from reserve law enforcement representing Columbia <br />Heights, Roseville, and the Ramsey County Sheriff’s Office, New Brighton’s public <br />safety volunteers (including the Police Reserve Auxiliary, Law Enforcement Explorers, <br />and VIPS) staffed intersections throughout the route to provide traffic control. The area <br />of 10th St NW past the Community Center was open by about 4 pm and access to Saint <br />John the Baptist Church for their afternoon mass was also assured. Aside from a Metro <br />Mobility bus wanting access to an address along the parade route, no major issues were <br />reported; a lost child on a bicycle who was reunited with parents was the only significant <br />incident. The following day, we did hear of one minor injury to a Girl Scout who was <br />struck by a bicyclist that was riding on the parade route but no public safety or EMS <br />resources had been notified or requested.
