NEW <br />iu BRIGHTON <br />=3 build ina tomorrow today <br />REQUEST FOR COUNCIL CONSIDERATION <br />Report Number: <br />Agenda Section: Consent <br />Report Date: 02/14/2021 <br />Council Meeting Date: 02/23/2021 <br />ITEM DESCRIPTION: CONSIDER APPROVAL OF FINAL PAYMENT FOR LIONS PARK RESTROOM BUILDING <br />DEPARTMENT HEAD'S APPROVAL: Jennifer Fink, Director of Parks and Recreation and Craig <br />Schlichting, Director of Community Assets and Development IR <br />CITY MANAGER'S APPROVAL: <br />No comments to supplement this report Comments attached <br />Recommendation: To approve of the Final Payment for the Lions Park Restroom Building. <br />Legislative History: The previous agreements have been approved by the City Council regarding Lions <br />Park. <br />12/13/2016 — Cooperative agreement for Lions Park — Long Lake Regional Park Cooperative Project <br />(Construction, Cost share and, maintenance agreement) <br />03/10/2020 — Amendment to the Cooperative Agreement for Lions Park (regarding Maintenance and <br />Operations) <br />Financial Impact: The attached final invoice reflects the 50% cost share of the restroom building <br />construction of $292,456.00. <br />Explanation: This project was a joint project with Ramsey County. The initial Lions Park project was a <br />joint effort between the City and Ramsey County to construct the parking lot, softball field, lacrosse <br />field and playground. It is a unique and award winning project that allowed for the City and the County <br />to maximize dollars and space by working together. The City was able to have a larger park area for <br />amenities and the County was able to avoid duplication of efforts and amenities, by partnering with the <br />City. The agreement was amended in 2020 to address the ongoing maintenance and operations of the <br />park. (Adjusted hours of operation, ongoing responsibilities, and asset replacement.) <br />The County managed the construction process for the restroom building through a Guaranteed <br />Maximum Price Design Build process. Terra Construction was selected as the General Contractor. This <br />building includes six individual gender neutral restrooms. The contract also includes the construction of <br />a large picnic shelter that will seat 150 people. (The shelter is 100% funded by the County.) Both <br />buildings were built to result in a Net Zero certification, meaning that they will produce enough energy <br />from solar panels on the Shelter building to achieve a net zero energy use. <br />The daily cleaning and maintenance of this building will be performed by Ramsey County and will have <br />automatic locks that will be programmed based on the operational hours of the park. <br />
