multi -hazard mitigation plan for epidemics and pandemics. The City of New Brighton's <br />Continuity of Operations Plan was described along with the components that ensure there is a <br />strong continuity of services. He reported communication prior and during a pandemic was <br />extremely important. <br />Dave Matteson, Allina Health, commented further on Coronavirus and described how Allina <br />has set up an incident command. He explained this strand of virus has been around for years <br />and impacts people differently. He discussed how the virus was spread from person to <br />person by droplets prior to people even having symptoms. He reviewed the number of flu <br />cases that occur each year and described how the Coronavirus had spread worldwide. He <br />discussed how testing was being completed on potential Coronavirus patients. He reported <br />Allina had no shortage of surgical masks at this time. He explained how an ambulance was <br />decontaminated after a viral patient had been onboard. He encouraged people to use good <br />hygiene and to properly wash their hands to assist in minimizing the spread of viruses this <br />winter. <br />Discussion included: <br />• It was noted it took eight hours to test a patient for Coronavirus. <br />• The number of test kits available in Minnesota was low at this time. <br />• Staff reported all hospitals were equipped to handle this virus. <br />• The importance of public education was discussed. <br />• The Commission thanked staff and Allina for the thorough update. <br />VI. Reports and Updates <br />A. Allina Health — Dave Matteson <br />Dave Mattson stated Allina has been focused on the Coronavirus. He noted a new shift <br />structure was being considered for his crews. <br />B. Public Safety Update — Director Paetznick <br />Director Paetznick reported his firefighters were receiving instruction on the new ladder <br />truck. He explained the Public Safety Department recently extended a conditional offer to a <br />candidate last week. He indicated staff was very pleased with the recent hire. He stated VIPS <br />would be hosting a blood drive at the Community Center on Wednesday, March 18th from <br />12:30 p.m. to 6:30 p.m. He commented his officers have been attending career fairs <br />throughout the community. He discussed the calls for service and noted a number of <br />building fires occurred. He stated the ice castles were no longer open and he was pleased to <br />report this event was a tremendous success for the community. He described how Stockyard <br />Days would be condensed down into a three day period that would be held in August. He <br />thanked Commissioners Malone and Cook for their service on the Public Safety <br />Commission. Further discussion ensued regarding the recent string of catalytic converter <br />thefts that have occurred in the community. <br />C. City Council Update — Paul Jacobsen, Councilmember <br />Councilmember Jacobsen provided the Commission with an update from the City Council. <br />He explained the Council recently assigned liaison positions and noted Councilmember <br />
