2010 US Census Data. He explained one important question that was not answered by the <br />data collection during traffic stops was demographic information of drivers who reside in <br />New Brighton. It was noted more information about the City of New Brighton and <br />demographics are available on the City's website: http://www.newbrightommn.gov. He <br />commented further on the benefits of tracking the traffic stop data explaining it creates <br />greater community transparency. The suggested next steps for Commission consideration <br />were discussed and staff asked for comments or questions. <br />Discussion included: <br />• Data collection and residency verification was discussed. <br />• The Commission appreciated that the race information was based on the perception of the <br />officer. <br />• The Commission suggested officers collect the city on the driver's license for all traffic <br />stops. <br />• The Commission appreciated the bias training the officers receive on an annual basis and <br />discussion ensued regarding how gender identity was evolving. It was noted driver's <br />licenses now have more than two options for genders. <br />• Staff described how care and emergency services are provided by emergency personnel <br />across cultures. It was explained there was no set yearly requirements for diversity <br />training, but staff discussed the training and events that were offered to officers to learn <br />about different cultures. <br />• Staff commented on how the COVID-19 pandemic would impact traffic numbers for <br />2020. <br />• The Commission thanked staff for the detailed information on the NBDPS traffic stops. <br />VL Reports and Updates <br />A. Allina Health — Dave Matteson <br />Dave Mattson commented on the loss of Fridley Fire Chief Mike Spencer and sent his <br />condolences to that community. He explained he reached out to Director Weierke. He stated <br />this community also had an officer who was recently injured on the job. He offered the City <br />of Fridley and the Department of Public Safety his support. He discussed Allina's response <br />to a shooting that occurred in New Brighton on County Road E. He thanked the Public Safety <br />Department for their great work on the patient. He indicated August was a normal month <br />when compared to 2019 and he reviewed Allina's response rates for calls for service. He <br />commented on how EMT's were responding to calls that did not have COVID-19 symptoms. <br />At this time, he stated Allina had four staff members that were on quarantine out of a staff of <br />600. He indicated this was a relatively low number, which meant people were staying <br />healthy. He explained COVID-19 positive cases have remained static. He reported <br />Minnesota was doing well with its response efforts to COVID-19. <br />B. Public Safety Update — Director Paetznick <br />Director Paetznick stated the New Brighton Department of Public Safety was mourning the <br />loss of Fire Chief Mike Spencer. He explained Fire Chief Spencer's funeral would be held in <br />New Brighton next week. He reported the NBDPS was continuing to track COVID-19 cases <br />in the City and noted numbers were slightly higher in New Brighton due to the number of <br />elderly care facilities in the community.
