MEMORANDUM <br />Rice Creek Watershed District <br />Date: October 26, 2015 <br />To: New Brighton PREC <br />c/o Sandy Breuer, Parks and Recreation Director <br />From: Kyle Axtell, Water Resource Specialist <br />Subject: Hansen Park Project Update <br />Draft 30% Plan Review & Alternatives Discussion <br />DRAFT 30% PLAN SET REVIEW <br />After several discussions with RCWD and City staff over the last few months, the Rice Creek Watershed <br />District (RCWD) and its consulting engineer, Houston Engineering, Inc. (HEI), have completed a first draft <br />of 30% plans for the proposed Hansen Park project. Please note that the attached plan sheets are drafts <br />only. They are not presented in order and they do contain errors and omissions. During the November <br />4, 2015 PREC meeting, I will review the highlights of this plan set with the Commission. Feedback at this <br />stage of the process will be most welcome. <br />The last plan sheet page included depicts an "Option B" scenario where the RCWD does not reconstruct <br />the two youth baseball fields that will be impacted during construction. RCWD staff has been consulting <br />with City staff extensively on this option and we feel we have an attractive offer that both reduces the <br />cost and risks of this project for the RCWD and also presents an opportunity for the RCWD to assist the <br />City in implementing its parks master plan at the New Brighton Exchange while also ensuring the same <br />level of baseball programming is available within the City. I look forward to engaging PREC members in <br />this discussion. A background on the two alternatives follows: <br />ALTERNATIVES DISCUSSION <br />In the course of construction, this project cannot avoid demolition of two youth -sized baseball fields on <br />the west side of the pond within Hansen Park. This area is necessary for construction staging, as well as <br />stockpiling, dewatering, loading and hauling of dredge material from within the pond. <br />OPTION A: RECONSTRUCT TWO BASEBALL FIELDS <br />As a default construction option, the RCWD has committed previously to reconstruct these two <br />youth baseball fields in their current location as a part of the project. RCWD staff consulted with <br />other cities in the District who have recently undertaken baseball field construction projects <br />(Blaine and Roseville) in order to determine a reasonable and conservative cost estimate for <br />rebuilding two youth -sized baseball fields. We estimate that this portion of the project will cost <br />approximately $200,000. A built-in advantage for the District is that we will be able to store <br />approximately 10,000 cubic yards of uncontaminated dredge material beneath the baseball <br />fields in this scenario. There remains a risk that the District would be responsible for any future <br />sloughing of spoil materials under the ballfield (regrading and stabilizing, etc.). HEI anticipates <br />that we will still need to pay for offsite disposal of roughly 27,000 cubic yard of uncontaminated <br />dredge material ($12.00/yd) at a cost of up to $324,000.
