Planning Report <br />Special Use Permit & Site Plan Amendment <br /> <br /> <br />To: Planning Commission <br />From: Ben Gozola, Assistant Director DCAD <br />Meeting Date: 4-20-21 <br />Applicants: Susan Morrison (present owner) & Clearscape Holdings LLC (prospective <br />owner) <br />Main Contacts: Wade Gerten <br />Location: 125 and 175 Old Highway 8 <br />Zoning: I-1 <br /> <br /> <br />Introductory Information <br />Project: Clearscape Holdings LLC, the company operating On Time Landcare, is back before <br />the City to seek some minor changes to their approved SUP. Specifically, they would <br />like to now maintain the small retail component of the former D-Rock as part of their <br />operation. This will required minor amendments to the previously approved parking <br />layout, and further discussion on proper ingress/egress. <br /> <br />History: Documentation in City records is unclear as to when D-Rock was first established <br />on these sites. Per the applicant’s narrative, D-Rock originally opened its doors <br />in New Brighton in 1987 on County Road D, and relocated to the subject sites <br />some time thereafter to accommodate their growing business. The current <br />ownership is retiring and is seeking to sell the property to Clearscape Holdings <br />LLC. <br /> Feb 2021: Special use permit approved for Clearscape Holdings LLC to locate <br />on the property without a retail component. Property would be used as a staging <br />ground for the company’s operations throughout the metro. <br /> March 2021: Clearscape Holdings LLC examines their new space with the <br />sellers, and determines there is value in remodeling and maintaining D-Rock’s <br />small retail node. <br /> <br />Request(s): SUP amendment to authorize slight revisions to the parking plan, allow for <br />a small retail component, and review ingress/egress requirements in light of <br />customer trips. <br />
