Ramsey County adopted <br />a vision of "A vibrant <br />community in which all <br />are valued and thrive" The <br />County supports an approach <br />to building an all abilities <br />transportation network. An <br />all abilities transportation <br />network is "...a system that <br />provides equitable access for <br />all people regardless of race, <br />ethnicity, age, gender, sexual <br />preference, health, education, <br />abilities, and economics. " <br />The City of New Brighton <br />supports Ramsey County in <br />implementation of this policy. <br />Objectives & Policies <br />The following are the City's objectives & policies relative to transportation: <br />TRAN 1.0 Develop safe, efficient, and convenient <br />interconnected transportation systems <br />for automobiles, mass transit, bicycles, and <br />pedestrians of all ages and abilities <br />TRAN 1.1 Increase the degree to which public transportation, walking, and <br />cycling options connect people to local and regional destinations <br />TRAN 1.2 Identify and eliminate gaps in the Regional Bicycle Transportation <br />Network and Connected Ramsey Communities Network, and build <br />connections to those networks. <br />TRAN 1.3 Utilize low-cost/high-impact methods to make the transportation <br />system more efficient for the movements of people and goods <br />through all transportation modes <br />TRAN 1.4 Collaborate with other government entities to take advantage of <br />regional transportation projects to improve conditions/optimize <br />local investment <br />TRAN 1.5 Address major barriers to bike/pedestrian movement such as <br />interstates, railroads, streams, and busy street crossings <br />TRAN 1.6 Reduce the number of access points to major roadways by <br />consolidating multiple points of access into a single point of access <br />where appropriate. Emphasize safety and mobility on collector and <br />arterial roads by limiting access on these roads <br />TRAN 2.0 Develop transportation facilities in a manner <br />that does not adversely impact adjacent land <br />uses and deteriorate the quality of life in the <br />community <br />TRAN 2.1 Advocate for higher frequency transit service at key nodes of <br />employment and residential development <br />TRAN 2.2 Prioritize shared parking, joined accesses, and circulation for <br />pedestrian and bicycle traffic for redevelopment projects <br />TRAN 2.3 Implement traffic calming measures, as appropriate, to create safer <br />corridors, enhance pedestrian and bicycle safety, and reduce the <br />amount of through traffic on residential streets <br />TRAN 2.4 Employ traffic calming devices on local and collector streets as <br />means to improve the compatibility between land use and traffic <br />TRAN 2.5 Adhere to MnDOT and Ramsey County access management policies <br />on state and county highways to the greatest extent possible <br />TRAN 2.6 Explore ways the City can reduce environmental impact of <br />transportation system, especially related to run-off, salting, and <br />exhaust from public works vehicles <br />6-82 New Brighton Comprehensive Plan 1 2040 <br />
