She noted there <br /> have been issues at this location for years. In addition,she understood construction was occurring on Mirror <br /> Lake and feared that her neighborhood would be quite trapped this summer. <br /> Bob Prance,407 15th Avenue NW,stated he was concerned with the amount ofwater that was standing at the <br /> intersections in his neighborhood. He encouraged the City to address the drainage concerns along Foss Road. <br /> Randy Wilson,511 Bens Road,asked who was the Civil Engineer working on this project. He questioned if <br /> approved construction plans would be available to the public for review and evaluation. He inquired who <br /> would be helping residents determine where drainage and utility easements were located. <br /> Mayor Johnson asked for additional comments, there were none. <br /> Motion by Councilmember Allen, seconded by Councilmember Dunsworth to close the <br /> Public Hearing. <br /> 5 Ayes,0 Nays-Motion Carried <br /> The Public Hearing was closed at 7:02 p.m. <br /> Mayor Johnson requested staff address the questions that were raised by the residents. She asked how the <br /> City would work to match the driveway apron. Community Assets and Development Director Schlichting <br /> explained if a driveway material was impacted the City and its contractor will restore and replace it. <br /> Mayor Johnson questioned how far residents would have to walk to their homes during the reconstruction <br /> process. Community Assets and Development Director Schlichting stated folks may be forced to park one <br /> block away at times,but anticipated in most cases,residents could park adjacent to their home next to the <br /> curb. <br /> Mayor Johnson stated one resident requested further information on the total assessment amount that would <br /> be paid over 10 years with interest. She noted this amount would be$3,594. She explained residents could <br /> pay their assessment off up front for a total of$3,065. <br /> Councilmember Allenreported many cities were assessing 50%or more for street-reconstruction projects. <br /> He stated he believed New Brighton residents were quite fortunate that the City only assessed 25%of the <br /> project costs. <br /> Mayor Johnson commented a resident asked who would be responsible for the assessment if a home were to <br /> sell in the next 10 years. She indicated this could be negotiated between the buyer and seller at the time of the <br /> sale. She explained a resident expressed concern regarding the high levels oftraflic at Foss Road and Old <br /> Highway 8 and questioned if a signal could be installed.Community Assets and Development Director <br /> Schlichting stated he has been attending meetings with MnDOT and reported this intersection was not slated <br /> for alternate traffic measures. However,he noted this intersection could be monitored by the City. <br /> Mayor Johnson requested staff discuss the process for sending this project out to bid. Community Assets and <br /> Development Director Schlichting commented on the process staff would be follow for bidding this project. <br /> He explained the City would be proceeding with the lowest responsible bidder. <br /> Mayor Johnson requested thither information regarding how mail would be delivered in the project area this <br /> summer. Community Assets and Development Director Schlichting reported clustered mailboxes would be <br /> placed throughout the project area in a highly visible area. He indicated the mailboxes may have to move <br /> depending on where work was occurring. <br /> Mayor Johnson asked if hcmreo'.nets could have their water meters replaced as part of this project. <br /> Community Assets and Development Director Schlichting explained this would be a perfect time to have <br /> water meters replaced. He encouraged those residents who were going to be out oftown for long periods of <br /> time this summer to keep in touch with the City. <br />
