NEW <br /> building tomorrow today <br /> Council Worksession <br /> July 31, 2019 <br /> 5:30 pm <br /> Present: Mayor Valerie Johnson <br /> Councilmember Graeme Allen <br /> Councilmember Mary Burg <br /> Councilmember Emily Dunsworth <br /> Councilmember Paul Jacobsen <br /> Absent: <br /> Staff in Attendance: Dean Lotter, Tony Paetznick, Brenda Davitt, Craig Schlichting, Devin Massopust, Ben <br /> Gozola,Nick Kriz, Jennifer Fink <br /> Guests in Attendance: <br /> Budget Workshop <br /> Lotter had all of the staff members present introduce themselves to the Council. <br /> Mayor Johnson thanked all of the staff and Councilmembers for their time this evening. <br /> Staff then presented the 2020 budget to the Council, noting the budget was a substantial ask. <br /> Davitt explained the budget was a representation of the City's vision for both now and looking into the future. <br /> She described how moving to debt free streets was reducing long-term expenses for the City. She reported the <br /> golf course had been included in the General Fund budget. She discussed how LGA and billboard revenues <br /> would be allocated within the budget. She indicated the initial budget had a levy increase over 19%. This <br /> increase was brought down to 12.84% after much discussion from staff. She commented further on how staff <br /> had worked Council directives into the proposed budget. <br /> Councilmember Allen asked how much the City would be receiving in LGA in 2020. Lotter estimated the City <br /> would be receiving $731,000 in 2020. <br /> Massopust discussed the Race and Equity Coordinator position. He explained this position would assist staff <br /> in moving the Council supported Inclusive Community Task Force Commission's recommendations forward. <br /> He noted partnerships would be pursued in the future to assist in supporting this staff position. <br /> Paetznick discussed the requested staff members for the Public Safety Department noting the Community <br /> Service Officer. He reported part-time positions were more advantageous for students still in college pursuing <br /> a law enforcement degree. <br /> Lotter commented on the relationship the City had pursued with LGN. He explained if the City wanted a more <br /> impactful presence at the State legislature, LGN could assist with this. He believed that in order to have <br /> success with bonding requests, the City would have to have a relationship with LGN. <br /> Fink discussed the proposed wood chipper purchase noting this piece of equipment would be used to chip <br />
