He commented further on the joint power collaboratives the City had pursued with <br /> neighboring cities. He understood staff was putting the Council in the position of being the bad guys and he <br /> appreciated the feedback the Council has made. He stated staff would go back to the drawing board and would <br /> discuss the numbers further. <br /> Councilmember Dunsworth stated she would like to better understand the absolute necessities from staff <br /> Councilmember Jacobsen indicated he would like to learn more about the anticipated revenues for 2020. <br /> Lotter stated building permit revenues were a tricky thing to estimate and noted staff did its best to judge the <br /> economy in order to budget this line item. <br /> Councilmember Burg commented she could support LGA not being completely allocated for streets in order to <br /> assist in reducing the tax levy. <br /> Mayor Johnson thanked Councilmember Burg for making this statement. She stated she agreed with this <br /> completely. She questioned if the community cared about debt-free streets as much as it did about a 12% levy <br /> increase. <br /> Councilmember Allen explained he believed the City should take a look at reallocating LGA since the Council <br /> would have to make choices. Lotter thanked the Council for this feedback. <br /> Councilmember Allen recommended the increase in property values be reiterated to the public. <br /> Councilmember Burg stated the public also needed to understand how the City was working to increase its tax <br /> base through new developments. <br /> Davitt questioned what percentage increase the Council would be comfortable with.
