111 NEW <br /> BRIGHTON <br /> Council Worksession <br /> August 27, 2019 <br /> 5:00 pm <br /> Present: Mayor Valerie Johnson <br /> Councilmember Graeme Allen <br /> Councilmember Mary Burg <br /> Councilmember Emily Dunsworth <br /> Councilmember Paul Jacobsen <br /> Absent: <br /> Staff in Attendance: Dean Lotter, Devin Massopust, Craig Schlichting, Tony Paetznick, Brenda Davitt <br /> Guests in Attendance: <br /> Closed Session for the Purposes of Discussing Pending Litigation Moore vs. City of New Brighton <br /> The Council met in Closed Session to discuss pending litigation regarding Moore versus the City of New <br /> Brighton. <br /> The Council convened the Worksession meeting at 6:01 p.m. <br /> 2020 Budget Follow Up Discussion <br /> Lotter reported staff had revised the 2020 budget per the comments made by the Council at a previous <br /> worksession meeting. He explained Davitt would be reviewing the revised budget with the Council. <br /> Davitt reviewed the revised 2020 budget and noted if this was supported it would be coming to the Council for <br /> preliminary approval in September. She discussed the directives received from the Council noting all new <br /> positions had been eliminated from the budget. She explained all departments reviewed their plans and had <br /> made adjustments. These adjustments were reviewed with the Council. She noted the new recommendation to <br /> the Council which was an 8.85%tax levy increase. <br /> Mayor Johnson asked if LGA was included in the budget. Davitt explained the budget included no LGA <br /> funds. <br /> Councilmember Burg appreciated that staff had noted the proposed increase would impact the median value <br /> homeowner only $5 per month or$60 per year. <br /> Mayor Johnson requested further information regarding the health care increases for 2020. Lotter explained <br /> the health care increases were projected to be 10.5%. <br /> Mayor Johnson recommended the real costs for healthcare be reflected within the budget. <br /> ICouncilmember Dunsworth agreed that the information should be accurate. <br />
