He reviewed the primary <br /> objectives for this Ordinance amendment and discussed the recommended language changes. <br /> He reported the Planning Commission reviewed this matter and recommended approval. <br /> Mayor Johnson asked if there was a reason to have a Building Official be a part of inspecting <br /> structures unfit for human occupancy. She supported this work being completed by a Code <br /> Enforcement Officer. <br /> Councilmember Jacobsen stated he would support the City pursuing some sort of Interim Use <br /> Permit for hobbyists working to restore antique vehicles. <br /> Councilmember Burg agreed. <br /> Mayor Johnson commented she received a lot of calls regarding junk vehicles in yards. She <br /> explained the City had to protect the rights of homeowners that did not want to look at a junk <br /> vehicle that were taking 15 years to restore and one of the ways to address this would be to <br /> require junk vehicles to be parked in a garage. <br /> Councilmember Burg understood the City had to respect both sides of this topic and she was <br /> pleased the City was putting regulations in place to address this matter. <br /> Councilmember Jacobsen supported the City having a permit process in place for vehicles <br /> being restored. <br /> Councilmember Allen supported the City having a process in place that would address the <br /> needs of a hobbyist while also addressing the concerns homeowners raise about having to look <br /> at junk vehicles for 10+years. <br /> Mayor Johnson recommended the Council keep the SUP language as is within Option 1 and <br /> that the City work towards creating an interim use permit process. The Council was in <br /> agreement. <br /> Councilmember Jacobsen questioned if the 10-day notification process should be reconsidered, <br /> given the number of snow birds in New Brighton. Assistant Director of Community Assets and <br /> Development Gozola reported this was a fairly standard procedure for all cities. <br /> Mayor Johnson supported Option 1 for the swimming pool language. <br /> Councilmember Allen asked if it was standard for pool owners to have a drainage plan in <br /> place. Assistant Director of Community Assets and Development Gozola stated some lots were more <br /> challenged than others when draining their pool. He commented pool owners had to be responsible and <br /> respect their neighbors in order to not flood neighboring lots. <br /> Mayor Johnson commented one of the ways to address this concern was to drain pools slowly. She <br /> questioned why pool owners could not drain directly into the City's stormwater system. Community Assets <br /> and Development Director Schlichting explained draining over the grass and then into the street should not be <br /> a concern but stated he would have to investigate this matter further and would report back to the Council <br /> regarding the environmental impact. <br /> Councilmember Jacobsen recommended the Council support Option 2 with respect to the swimming pool <br /> language. <br /> Councilmember Burg agreed and stated this language could be amended in the future if necessary. <br /> Council consensus was to support Option 2 for the pool language. <br /> Councilmember Allen commented he lived on a corner lot and stored his garbage containers in his garage. <br /> He stated he could support the proposed language with the understanding something may change in the <br /> future. <br /> Councilmember Burg indicated the City received a large number of complaints regarding garbage cans. She <br /> stated the biggest concern for her was the screening of garbage cans. She recommended that garbage cans be <br /> Iscreened from the street whether or not they were on a corner lot. <br /> Mayor Johnson agreed garbage cans generated a large number of complaints. She believed properties on a <br /> corner should be required to store their garbage cans in the garage,back yard or have them properly screened. <br /> Councilmember Burg stated a larger concern with respect to garbage would be how the large number of <br /> garbage trucks flowing in and out of the City were impacting the City's streets. <br /> Councilmember Jacobsen explained he supported Option 1 with respect to the garbage language.The <br />
