Motion by Councilmember Dunsworth,seconded by Councilmember Jacobsen to approve proposal from David Drown Associates for Executive Search Services. City Manager Lotter explained after 13 years he would be leaving his current position to take the city manager role in Eureka,California.An executive search fine will need to be utilized to find his replacement.David Drown Associates Human Resources is an established and respected municipal advisory fine that provides executive search services. Staff commented further on the process that will be followed and recommended approval of the proposal from David Drown Associates. Liza Downbauer,David Drown Associates Human Resources,congratulated City Manager Lotter on his new position and explained the services her organization could provide to the City. She commented further on the executive search process that would be followed by David Drown and asked for comments or questions. Councilmember Jacobsen questioned if David Drown Associates typically worked in the metro area. Ms. Downbauer stated her organization typically worked outside the metro based on the need in this area. She reported she has contacts throughout the State and region. City Manager Lotter commented this firm has focused outside of the metro area given the size of Brimeyer Group. However,in recent years,David Drown Associates has seen there was a need in the metro area for more than one executive search firm. He reported this was a very challenging profession that required a certain level of tenacity. He discussed Ms.Downbauer's professional background and stated he appreciated the 24-month guarantee this organization was offering the City. Mayor Johnson discussed why the City was considering using an executive search firm. She explained the City Council did not work at this position full-time and from time to time,required extra resources in order to make the best decisions on behalf of the community. She commented she did not have the connections Ms. Downbauer had in order to fill the City Manager position. She stated she did not know how the Council could fill this position with the use of a search firm. Councilmember Burg reported the role of the City Manager was critically important to the City and she supported the Council hiring an executive search firm to assist with filling this position. Councilmember Dunsworth agreed stating human resources was not her area of expertise. She appreciated the fact a firm would be hired to assist the Council in moving through the hiring process. Mayor Johnson stated she trusted the recommendation from City Manager Lotter to go with David Drown Associates and did not believe it was necessary for the City to send this out for an RFP. 5 Ayes,0 Nays-Motion Carried Commission Liaison Commission Liaison Reports,Announcements and Updates Reports. Announcements and Updates Dean Lotter City Manager Lotter explained he accepted a City Manager position with Eureka, California and his last day with the City of New Brighton would be Wednesday,November 27th. He stated the City has had a lot of challenges over the past 13 years and he appreciated the tremendous amount of support he has received from the Mayor and City Council. He thanked the Council for working to make a difference. He believed the City has triumphed due to the strength of the Council and City staff members. He indicated he was proud what the City had accomplished with respect to its water. He reported his staff would rally and Ms. Downbauer would greatly assist the City Council in finding a new City Manager to keep the City moving forward in a positive manner.
