This second
phase will include preparation of the remaining land south of Highway 8 for development, installation of
public improvements, and construction of the affordable multifamily workforce housing building(to be called
Brighton Oaks). Introduction to the Proposed Zoning Code Rewrite Process. 2.Introduction to the
Pinposed Zoning Code
Rewrite Prue.
Motion by Councilmember Burg, seconded by Councilmember Allen to support the proposed Zoning
Code Rewrite Process.
IIICity Manager Lotter indicated Assistant Director of Community Assets and Development Gozola would be
presenting this item to the Council.
Assistant Director of Community Assets and Development Gozola explained no zoning ordinance lasts
forever, and the City is long-overdue for a reorganization and update to the current zoning
document. He explained portions of City Code date back to 1977 and a great deal has changed
over the past 40 years. It was noted staff will utilize this meeting to introduce Council to a
draft update process for review and comment. If authorized to do so, staff will finalize a
process and timeline for approval by Council in early 2020. Currently we are envisioning the
update will be divided into four main tasks broken down into approximately eight(8) steps.
Please note that the outlined process is considered an aggressive approach to complete this type
of update(especially in-house), yet following this pace still pushes the completion of the
project into 2021. It is more important to complete this type of update thoughtfully and
carefully than it is to complete it quickly.
Councilmember Dunsworth asked if every section of City Code would be rewritten. Assistant
Director of Community Assets and Development Gozola explained the idea would be not to make policy
changes but to take what is there and make it easier to understand and follow.
Councilmember Allen stated he appreciated the fact the City Code would be updated to address issues that
were not considered 40+years ago when the code was written.
Councilmember Burg commented she was thankful Assistant Director of Community Assets and
Development Gozola was working with the City on this project and had the expertise to complete this project.
Mayor Johnson agreed and stated she was looking forward to this project being completed.
City Manager Lotter questioned how much it would cost the City to hire a private consultant to update its City
Code. Assistant Director ofCommunity Assets and Development Gozola estimated the City would spend
$60,000 on this project.
4 Ayes,0 Nays-Motion Carried
