Artist Statement 111.1.11) <br /> Khou <br /> I was thrilled to learn of this initiative by <br /> Ramsey County to take accountability and try <br /> to take a step in reversing its historically racist past. <br /> When I researched more into the policies that allowed <br /> the construction of highway 94 right through the <br /> majority Black Rondo neighborhood, I was enraged <br /> and shocked.
