Agenda Section: 1 <br /> Report Date: 5/27/21 <br /> N �� Council Meeting Date: 6/1/21 <br /> BRIGHTON <br /> building tomorrow today <br /> REQUEST FOR COUNCIL CONSIDERATION <br /> ITEM DESCRIPTION: Discuss Parks Comprehensive Plan Implementation Strategy <br /> DEPARTMENT HEAD'S APPROVAL: <br /> CITY MANAGER'S APPROVAL: <br /> No comments to supplement this report Comments attached <br /> Recommendation: Provide feedback and direction to staff on further next steps Council would like to <br /> pursue related to the implementation of the Parks Comprehensive Plan. <br /> Legislative History: <br /> • 11/13/18—City Council approves agreement with WSB & Associates to work with City to <br /> complete Comprehensive Parks System Plan <br /> • 2/12/19—City Council approves Steering Committee for Comprehensive Parks System Plan <br /> • 8/5/20— Final Presentation, Review and Approval of Parks Comprehensive Plan by the Parks, <br /> Recreation, and Environmental Commission <br /> • 9/22/20—City Council approves Comprehensive Parks System Plan and directs staff to forward <br /> it to the Metropolitan Council for approval and inclusion in 2040 Comprehensive Plan <br /> • 3/23/21—City Council discusses at work session financing and implementation strategy for the <br /> Plan <br /> Financial Impact: <br /> The overall financial impact of implementing the first phases of the Parks Comprehensive Plan as <br /> proposed would be significant. The implementation of the plan in this manner would require that the <br /> City of New Brighton issue bonds to pay for the design, engineering, and construction of the <br /> improvements. The principal and interest of these bonds would be paid over a twenty year time span. <br /> City staff have worked to develop a plan that would phase in the payments for these costs that take <br /> advantage of other financial events in order to mitigate the impact on overall property taxes. This is <br /> explained in more detail in the next section. <br /> Explanation: <br /> In late March the City Council met to discuss the implementation strategy of the Parks Comprehensive <br /> Plan. The Council generally supported an "active" implementation plan, rather than waiting for <br /> opportunities to arise to refer back to the plan for implementation. Staff have had time to refine the <br /> plans in terms of timelines as well as financing which is what we are presenting at this meeting. <br />
