Paetznick, Director of Public Safety '4wa <br /> CITY MANAGER'S APPROVAL: <br /> No comments to supplement this report Comments attached <br /> Recommendation: Adopt the resolution withdrawing from the All Hazards Joint Powers Agreement <br /> and authorize adoption of the Statewide All Hazards Incident Management Organization Agreement <br /> Legislative History: August 23, 2011 Joined the JPA For the All Hazards Incident Management Team <br /> Financial Impact: None <br /> Explanation: The City of New Brighton is a member of All-Hazards Incident Management <br /> Team (AHIMT) (IMO). The AHIMT provides special training and experience to participants in the <br /> management of disasters and large scale incidents including floods, tornadoes, hurricanes, pandemics, <br /> wild-fires, and civil disturbances to name a few. This training and experience are leveraged by the City <br /> of New Brighton when responding to its own incidents. <br /> The decision to terminate the JPA and enter into a new Cooperative Agreement is based in insurance <br /> and liability concerns. In early 2019, management of the IMO was moved from the City of <br /> Bloomington to Anoka County. To avoid the need for separate liability coverage for the organization, <br /> IMO leadership has determined that the IMO does not need to be structured as a joint powers entity <br /> to function effectively. The League of Minnesota Cities Insurance Trust (LMCIT) has reviewed the <br /> Cooperative Agreement and confirmed that cities providing equipment and employees to the AHIMT <br /> under the new agreement are covered under their LMCIT liability coverage. <br /> Trevor Hamdorf <br /> Deputy Director of Public Safety <br /> Attachments: <br /> Resolution <br /> IMT Cooperative Agreement <br />
