To approve the plans and specifications for Public Improvement Project 21-4,2021 Sanitary Sewer Lining <br /> Project. <br /> 2. Authorize Staff to Advertise for Bids. <br /> Legislative History: <br /> November 26, 2019 City Council authorized the Director of Community Assets and Development to enter into a <br /> contract with Bolton & Menk, Inc. for professional engineering services and authorized <br /> preparation of plans and specifications. <br /> May 12, 2020 City Council authorized the City Manager and Mayor to enter into Right of Entry Agreements. <br /> Financial Impact: Funding for the sanitary sewer and storm sewer lining between 5th Street NW and 7th Street <br /> NW will be provided from Lumen (CenturyLink) based on utility conflicts. The project will also include two <br /> alternate bid items for additional sanitary sewer lining (7th Street NW to 10th Street NW) and open cut sewer <br /> replacement of a section of sewer main located adjacent to 990/991 8th Avenue NW.The alternate bid items will <br /> be reviewed post bid opening for favorable costs. If feasible,those costs will be funded by fund 702. <br /> The City received grant funding from the Metropolitan Council for inflow and infiltration (I&I) reduction <br /> construction projects.This funding will be applied to the project where appropriate. <br /> Explanation: The purpose of this item is to advance the project to the next step, which is to publicly advertise <br /> for bids. The scope of the project has changed slightly due to existing private utility conflicts, which were not <br /> identified by the appropriate owner during the design process. The unidentified utility conflicts resulted in a <br /> settlement with Lumen (CenturyLink) which is outlined in (6/22/21) Council Item VI.9. Consider Entering <br /> Reimbursement Agreement with Qwest Corporation d/b/a CenturyLink QC, a Colorado corporation ("Lumen"). <br /> Due to the utility conflicts,the previously designed project is no longer feasible.To continue to ensure adequate <br /> sewer capacity for current and future development along the Old Highway 8 corridor, a new sanitary sewer line <br /> was incorporated into the Old Highway 8/8th Avenue Intersection Improvement Project,which is currently under <br /> construction. <br />
