This increase is due to the inclusion of the full Parks Comprehensive Plan. <br /> Explanation: The Capital Improvement Plan is a document that includes 2022 — 2031 proposed <br /> capital purchases. These purchases include items identified in the Fleet, Non-Fleet, and IT capital <br /> replacement funds, the Pavement Management fund, the Street and Parks Comprehensive Plan, the <br /> Utility analysis, and all proposed Developer plans. <br /> Once the CIP is completed, a financial plan is developed where the debt impact can be calculated. <br /> Lastly, with the debt impact, a 10 Year Financial Plan is created that allows Council to estimate the <br /> impact the purchases will have on the projected levy over the next 10 years. <br /> The adoption of this plan only signifies the Council has viewed the document.
