It will analyze the impact of policy and budget decisions on outcomes. It <br /> will advise on good governance practice, policy, regulations, and ethics <br /> for improving equity. It will advocate for equity in all governing <br /> environments and work in tandem with the Equity Strategy Team to <br /> ensure and support the organizational capacity of the city to <br /> operationalize equity. The Commission will also perform other duties as <br /> directed by the City Council (Ord. No. 885). <br /> Authorities: The commission may identify particular populations, issues, situations, <br /> and/or outcomes on which to focus its attention at any given time. It <br /> may establish committees and task forces it deems necessary to achieve <br /> its purpose, keeping in mind the potential burden on staff.The <br /> commission may call special meetings in accordance with Open Meeting <br /> laws. The commission may request assistance from city staff but may <br /> not direct them.Additional staff assistance is subject to approval from <br /> the City Manager. <br /> Responsibilities: The commission and its individual members serve at the pleasure of the <br /> City Council.They are responsible for conducting their business <br /> consistent with expectations, rules, and remedies described in the most <br /> recent version of the Commissioner Handbook.The commission is <br /> expected to operate strategically, considering the scope, purpose, <br /> appropriateness, and outcomes of proposed efforts.The commission is <br /> also expected to make recommendations and take action based on data <br /> to the greatest extent possible.Their responsibilities shall be aligned <br /> with the Equity Strategic Action Plan and Equity Statement. <br /> Reports To: City Council <br /> Council Liaison: Mayor of New Brighton for the first year and as assigned by City Council <br /> in subsequent years. <br /> Appointment: For the first year, recruitment will start in October for terms starting in <br /> January. <br /> In the first year, a slate of candidates for commissioner interviews will <br /> be recommended by a Nominations Task Force taking into consideration <br /> the nominees' application responses and the overall balance of diversity <br /> that would result from appointing the new commissioners.
