It will analyze the impact of policy and budget decisions on outcomes. It will advise on good governance practice, policy, regulations, and ethics for improving equity. It will advocate for equity in all governing environments and work in tandem with the Equity Strategy Team to ensure and support the organizational capacity of the city to operationalize equity. The Commission will also perform other duties as directed by the City Council (Ord. No. 885). Authorities: The commission may identify particular populations, issues, situations, and/or outcomes on which to focus its attention at any given time. It may establish committees and task forces it deems necessary to achieve its purpose, keeping in mind the potential burden on staff.The commission may call special meetings in accordance with Open Meeting laws. The commission may request assistance from city staff but may not direct them.Additional staff assistance is subject to approval from the City Manager. Responsibilities: The commission and its individual members serve at the pleasure of the City Council.They are responsible for conducting their business consistent with expectations, rules, and remedies described in the most recent version of the Commissioner Handbook.The commission is expected to operate strategically, considering the scope, purpose, appropriateness, and outcomes of proposed efforts.The commission is also expected to make recommendations and take action based on data to the greatest extent possible.Their responsibilities shall be aligned with the Equity Strategic Action Plan and Equity Statement. Reports To: City Council Council Liaison: Mayor of New Brighton for the first year and as assigned by City Council in subsequent years. Appointment: For the first year, recruitment will start in October for terms starting in January. In the first year, a slate of candidates for commissioner interviews will be recommended by a Nominations Task Force taking into consideration the nominees' application responses and the overall balance of diversity that would result from appointing the new commissioners. The Nominations Task Force shall consist of the DEI Coordinator,two members of the Equity Strategy Team,the Mayor, and the City Manager. The DEI Coordinator chairs the Task Force.
