Paetznick, Director of Public Safety 4ro'r <br /> CITY MANAGER'S APPROVAL: <br /> No comments to supplement this report Comments attached <br /> Recommendation: Receive presentation from Commander Ryan O'Neill of the Ramsey County <br /> Sheriff's Office (RCSO) Special Weapons and Tactics (SWAT) Team. <br /> Legislative History: May 18, 2018: Council approved the City of New Brighton's participation in the <br /> Ramsey County Sheriff's Special Weapons and Tactics Team Amended & <br /> Restated Joint Powers Agreement. <br /> Financial Impact: Each agency in the JPA annually pays $4,000 for equipment and training costs <br /> associated with operating the SWAT team. <br /> Explanation: For the past three years, New Brighton Public Safety has had several of its <br /> licensed peace officers serving as both crisis negotiators and operators assigned <br /> to RCSO SWAT. Given their role on the team and deployment outside of the <br /> City, along with recent statutory changes affecting law enforcement, we want <br /> Council to have an understanding of SWAT's operations, governance, training, <br /> supervision, and response criteria. <br /> Anthony S.
