O'Neal reported this does occur on occasion with VCET and Homeland Security.
Councilmember Allen questioned how policy changes in the last few years have impacted the SWAT team.
Commander O'Neal commented on how body cameras have been brought in for the SWAT team. He noted
the data collected on the body cameras was shared data between the SWAT team and the officers department.
Councilmember Allen inquired how a change to the "no knock" policy for search warrants would be made.
Commander O'Neal anticipated this would come from legislation or the chiefs. He reported he asks for no
knock warrants because he is typically dealing with very dangerous individuals.
Mayor Niedfeldt-Thomas asked if Ramsey County had an agreement with Homeland Security to work on
illegal immigration issues. Commander O'Neal did not believe this to be the case, noting SWAT was not used
for immigration issues unless and individual was wanted for homicide.
Commander O'Neal thanked the Council for his time and encouraged them to reach out to him with any further
questions or comments they may have.
Mayor Niedfeldt-Thomas thanked Commander O'Neal for his presentation.
Worksession adjourned at 6:18 pm
Respectfully submitted,
Terri Spangrud
City Clerk
