He reported this truck would be <br /> moved once it has new tires. <br /> Mayor Niedfeldt-Thomas stated she loves entrepreneurs and was excited Mr.Blomquist had a business.She <br /> explained she was struggling with the fact Mr.Blomquist had his business in the wrong place.She requested <br /> further information from Mr.Blomquist regarding the numerous violations on the property.Mr.Blomquist <br /> commented he had a hard time in 2020 due to COVID noting he lost his office in Roseville. He stated it took <br /> him some time to work through this. He indicated this was embarrassing and he apologized to the <br /> neighborhood.He explained he has been working on a solution for some time now and he wanted to be able <br /> to park his things in so he doesn't have to park on the road.He stated he would rather have a complimentary <br /> structure on his lot than to have vehicles parked outdoors. <br /> Mayor Niedfeldt-Thomas commented she believed the applicants were good people but she also understood <br /> the issues that have been raised were interconnected.She explained she has been by this property many times <br /> and she has noticed there was a lot of vehicles on site.She questioned what items would be"put away"if the <br /> business items were no longer onsite.Mr.Blomquist reported they have five kids and he would like to move <br /> from Lindstrom to New Brighton. He noted he had a pontoon that could be put into the New Brighton garage <br /> as well.He explained his shed has been removed so he needs space to store his yard maintenance items as <br /> well. <br /> Councilmember Allen inquired why Mr.Blomquist required a larger garage than was typical in the <br /> neighborhood.Mr.Blomquist stated he was proposing a garage that was one foot higher than most garages. <br /> He explained he owns a Hummer H2 that had oversized wheels that was over seven feet and requires a larger <br /> garage door. He commented he would like to be able to store this car indoors. <br /> Councilmember Axberg asked how the process would work if the site was still being used for a home <br /> occupation.Assistant Director of Community Assets and Development Gozola reported staff has the <br /> applicant on record stating he was running a business out of this property. He stated this was occurring and <br /> now documentation was in place to move the business out of the City.He indicated if the trucks were to come <br /> back,citations would be written for running an illegal business from the property. Second,staff would refer <br /> the concern to the Council and the SUP would be reconsidered for revocation and removal of the garage. <br /> Mayor Niedfeldt-Thomas questioned if the proposed timeline could be adjusted to 30 days. Assistant <br /> Director of Community Assets and Development Gozola stated a reasonable timeline could be set by the <br /> Council. <br /> Councilmember Allen wondered what items need to be stored in the garages if the business items were <br /> moved to Lindstrom. He asked if the SUP would stay with the property or if it was tied to Mr.Blomquist <br /> Assistant Director of Community Assets and Development Gozola reported the SUP would be tied to the <br /> property. <br /> Mayor Niedfeldt-Thomas inquired how a new property owner would know that an SUP was in place.City <br /> Attorney Sonsalla explained the Resolution,if approved,would be recorded with property records in Ramsey <br /> County. <br /> Councilmember Axberg questioned if there was an urgency to this request.Mr.Blomquist noted he was <br /> trying to get the concrete poured before the ground freezes this fall.City Attorney Sonsalla reported the City <br /> Council has until December 24,2021 to make a decision on this matter. <br /> Mayor Niedfeldt-Thomas asked what the difference was between the SUP process and the building permit <br /> process. Assistant Director of Community Assets and Development Gozola explained for an accessory <br /> structure up to 624 square feet on a residential lot an applicant would have to go through a building permit <br /> process. The applicant would come forward with a proposal and a survey may be required if located two feet <br /> from the property line. He noted the design would be reviewed to see if it was complimentary and staff <br /> would determine if this was a reasonable sized garage. Based on those determinations,the building permit <br /> would be issued or not issued by staff. He indicated a 624 square foot garage could have an eight foot door <br /> and be one foot higher than most garages without being a concern. He stated the proposed garage would be <br /> six inches below the attached garage which meant the tops of the garage would only be 18 inches different <br /> He explained this was not something that would trigger a concern from staff. <br /> Councilmember Allen inquired why the garage was not being built in Lindstrom.Mr.Blomquist indicated he <br />
