NEW <br /> BRIGHTON <br /> building tomorrow today <br /> Council Worksession <br /> February 9, 2021 <br /> 5:00 pm <br /> Present: Mayor Kari Niedfeldt-Thomas <br /> Councilmember Abdullahi Abdulle <br /> Councilmember Graeme Allen <br /> Councilmember Pam Axberg <br /> Councilmember Emily Dunsworth <br /> Absent: <br /> Staff in Attendance: Devin Massopust, Craig Schlichting, Ben Gozola <br /> Guests in Attendance: <br /> Due to the COVID-19 pandemic this meeting was held virtually. <br /> Short-Term Rentals Ordinance Review and Discussion <br /> Massopust reported the Council discussed creating regulations on short-term rentals or Airbnb's or VRBO's. <br /> He explained this led staff to draft a Short-Term Rental Ordinance for the Council to review. <br /> Schlichting reviewed Ordinances from other communities and discussed how these communities were <br /> managing short-term rentals, Airbnb's or VRBO's. He commented on the differences between lakeshore <br /> rentals and bed and breakfasts. He discussed a Star Tribune article from January 25, 2020 that addressed <br /> short-term rentals. <br /> Gozola provided a general overview of the proposed Short-Term Rental Ordinance with the Council. He <br /> explained the proposed Ordinance would require an inexpensive permit and would require the permit holder to <br /> meet certain standards during operation. He noted non-compliance with the permit for a second time in a 365 <br /> day period would trigger Council review of the permit. He reported the language was in draft form and has not <br /> yet been reviewed by the City Attorney. He commented the City's intent would be ensure this new emerging <br /> market does not impact permanent residents. <br /> Councilmember Axberg discussed the VRBO requirements in Nisswa, Minnesota. She asked if the City would <br /> consider the number of rentals that occur per year. Gozola stated this has not been given consideration as of <br /> yet, but noted staff could investigate this further. <br /> Mayor Niedfeldt-Thomas asked what the process would look like to get this draft Ordinance approved. Gozola <br /> described the process that would be followed in order to approve the Ordinance. He explained this was a City <br /> Code change and would only require review and approval by the City Council. However, the City Council <br /> could seek feedback from other commissions. <br /> Councilmember Axberg questioned what community feedback has staff already heard regarding short-term <br /> rentals. Gozola reported one of the main reasons staff was proposing a minimalistic approach was because the <br /> City does not have a huge problem, but rather has one problem property that needs to be regulated.
