April 13,2021 Page 6 of 7 <br /> Councilmember Axberg asked how the City derived at the$100,000 amount. City Attorney Sonsalla <br /> explained this was an amount requested by the developer. <br /> Councilmember Allen understood$100,000 would be waived,but noted$212,000 would remain on the <br /> property. City Attorney Sonsalla reported this was the case. <br /> Councilmember Allen questioned if an end date has been considered for the loan.City Attorney Sonsalla <br /> indicated the intent was for the loan to be forgivable after a certain point,but this was not penned into the <br /> agreement 32 years ago. She stated the developer did not intend to pay back this loan at 8%interest after 32 <br /> years. <br /> Mayor Niedfeldt-Thomas agreed the 8%interest is shocking.She explained she supported staff s <br /> recommendation. <br /> Gene Rezack,Golden Pond property owner,commented for 32 years he has kept 40%of the units(33 units) <br /> affordable.He stated he took great pride in this.He believed the new company would do a good job keeping <br /> this same number of units affordable. <br /> Councilmember Allen thanked Gene Rezack and other property owners in the community for keeping rental <br /> rates affordable for seniors and those on a fixed income. He hoped the new owners will preserve as much <br /> affordable housing as they can. <br /> Motion by Councilmember Dunsworth,seconded by Councilmember Axberg to adopt a Resolution <br /> authorizing the Waiver of Certain Interest with Respect to a Loan on the Golden Pond Property. <br /> A roll call vote was taken. <br /> 4 Ayes,0 Nays-Motion Carried <br /> Commission Liaison Reports,Announcements and Updates Commission Liaison <br /> Reports, <br /> Announcements and <br /> Devin Massopust Updates <br /> City Manager Massopust reported he would be meeting with representatives from the Urban <br /> Land Institute tomorrow to begin preparing for a meeting in early May regarding the economic <br /> future of New Brighton. He stated the Ramsey County Economic Competitiveness and <br /> Inclusion Plan has received some chatter. He explained he invited Ramsey County staff to the <br /> second worksession meeting in April to discuss this plan with the Council. <br /> Graeme Allen <br /> Councilmember Allen reported the Public Safety Commission meeting scheduled for Monday, <br /> April 12, 2021 was canceled. He explained this has been a tough year due to the pandemic and <br /> because of the death of several civilians at the hands of law enforcement. He indicated New <br /> Brighton would continue to strive to have the best training in place for its public safety <br /> officers. <br /> Emily Dunsworth <br /> Councilmember Dunsworth discussed how the recent events impacted the community as a <br /> whole and the residents of color. She encouraged people to reach out to their friends of color, <br /> to listen and to make sure they were okay. She understood people were hurting and she wanted <br /> to see people striving to be more welcoming and inclusive. She reported she attended the <br /> PREC meeting last week noting the group welcomed its new members and discussed ideas that <br /> should be addressed in the coming year. <br /> Pam Axberg <br /> Councilmember Axberg commented on the tragedy that occurred this past week. She explained <br /> this tragedy led her to consider what more she can do, where she has blind spots that she <br /> doesn't see or understand. She indicated she witnesses the trauma of racial injustice in her job <br />
